1. Introduction
The right to live in a clean and healthy environnent is incorporated as one of the
human rights under the Constitution of the Federal Democratic Republic of Ethiopia.
Environmental protection organs have been established. Environmental units have
been being established by the federal sectoral agencies. The Environmental Council,
comprising of memebers drawn from various stakehoders, have been established. A
Conservation Strategy and an Environmental Policy have been approved. The main
multilateral environmental agreements have been ratified. Laws on Pollution Control,
Impact Assesment, the establishment of environmental organs, Urban Waste
Managemnt and Biosafety have been issued. Regulations to prevent industrial
pollution and emission have also been issued and environmental guidelines have been
preparted.
Good practices have been obtained from the ongoing rural community led
environmental management activities. Sound environmental management practices
have been being undertaken by philanthropic organizations. Environmental impact
assessment reports are being received and impacts evaluated prior to issuing a license
to operate major development initiatives. Some industries have undertaken
environmental audit on their own activities and prepared environmental management
plans to reduce their respective emissions of pollutants. States of the environment
reports have been issued twice. In general, since 1995, the efforts have been on the
development of an environmental conservation system with the objective of ensuring
sustainable development. The current environmental conservation activities are at an
early stage of development. There are constraints ahead of us in ensuring the
environmental sustainability of socio-economic development. Therefore, a lot more is
required to ensure environmental sustainability, in particular, in relation to the
challenges that are posed by climate change on national development.

3. The Vision of the Environmental Protection Authority
Ensure that a participatory environmental management for sustainable development
governs the use of environmental resources by the present and future generations in each
sector at each administrative level.
4. Mission of the Environmental Protection Authority
Put in place an environmental management system that could support the national
development efforts by avoiding duplication of efforts among stakeholders, promoting
sustainable utilization of environmental resources and strengthening coordinated but
differentiated responsibilities through:
• Preparing the State of Environment Report;
• Development of environmental strategic plan;
• Formulation of environmental laws and standards;
• Provision of support for environmental regulatory bodies and implementers; and
• Undertaking monitoring and effectiveness evaluation of the environmental system in
place.
5. Objective of the Environmental Protection Authority
The objective of the Authority is to formulate policies, strategies, laws and standards,
which foster social and economic development in a manner that enhance the welfare of
humans and the safety of the environment sustainably, and to spearhead in ensuring the
6. The Main Accomplishments of the 2006-2010

The main accomplishments were the following:
• A rural environmental management planning manual has been produced to ensure
gender equality and an all inclusive wellbeing. Using this manual, 1450 experts from all
the Regions have been trained on how to develop their respective Woreda
Environmental Management Plans and 116 have now been developed and are being
implemented.
• A strategy has been developed and is being implemented and a proclamation has
come into force for managing solid waste and reducing pollution. A manual for planning
solid waste management programmes has been produced. Training has been given to
65 experts from urban administrations on how to use the manual to plan and
implement solid waste management in their respective urban areas.
• A manual has been prepared for developing a system of auditing and management of
industrial pollutants. This manual has been used to help train 100 experts from
factories representing various sectors and all Regional environmental protection
offices.
• A National Implementation Plan of the Stockholm Convention on Persistent Organic
Pollutants has been prepared as part of Ethiopia’s fulfilling its obligations under this
Convention, which is one of the environmental Conventions to which Ethiopia is a
Party.
• A Regulation has been issued for containing pollutants that emanate from factories.
The standards required for its implementation have been issued and the Regulation is
stakeholder portion of the public. Environmental Units have been established by each
of 2 sectoral federal agencies.
• A serious effort has been made to use school environmental clubs and various mass
media channels to raise awareness on environmental management that reflects
gender equality.
• An environmental information network was meant to have been established to link up
the Environmental Protection Authority with 14 federal level agencies and 4 Regional
Governments. Of the planned linking activities, 80% have been completed and the
remaining 20% will be accomplished in a few months.
Some Planned Activities that Have Not Been Accomplished
The following activities had been planned but have not been fully accomplished:
• Though the formulation and implementation of Woreda Management Plans was 125, only
116 have been accomplished and 9 are still pending;
• Though the development of a chemical management plan had been planned, this has been
done only for the chemicals covered by Stockholm Convention;
• Guidelines for the functioning of Environmental Units in federal agencies have not been
developed;
• Only 80% of the development of the planned Environmental Information Network has been
finalized;
• An environmental protection awareness programme has as yet not been developed;
The reasons for the failure to complete the planned activities were limitations in finance and
trained human resources.

7. Problems Encountered
The main problems encountered in the sustainable management of Ethiopia’s environment
are the following:
• Capacity limitation in searching for helpful experiences and useful technologies;
• Failure of most of the federal agencies to establish Environmental Units;
• Failure of some Regional Governments to establish environmental protection offices;
• Inability of compile and disseminate the needed environmental information;
• Limitations in action for raising awareness on the management and sustainable use of
the environment;
• Limitation in the activities on awareness raising on environmental management and the
sustainable use of environmental resources.
• Limitation of financial resources for environmental management;
8. Sectors of Environmental Protection Focus in 2010-
2014.
Building a carbon neutral and climate resilient economy and enforcement of existing
environmental laws are the actions prioritized to be implemented within the plan period 20011
until 2015. In particular, capacity building is vital in order to enhance the on going effort to build
a carbon neutral and climate resilient economy. The resources needed to build the required
capacity can be obtained from existing or newly allocated financial resources by industrialized
countries with the objective of providing financial support for offsetting their carbon dioxide
emissions. This in turn requires an enabling environment to be created at all levels. Therefore,
from this perspective, during 2011 to 2015 the focus of the plan are specified herein below
1. Generate baseline information in connection to the current environmental concern and
predict the worst case scenario in the event when the business as usual approach
3. Prepare portfolio of good practices and technologies on environmental conservation; avail
them to users and provide skill enhancement training to the concerned bodies in order to
enhance their capacity for enhanced implementation,
4. Enhance capacity of public agencies, the private sector and community organizations to
assess and obtain resources needed for the implementation of their respective
environmental conservation activities from international sources; and where possible
mobilize and channel resources that are required to implement conservation activities
5. Convene consultative meetings and undertake experience sharing visits, prepare
educational materials needed for public awareness as well as reward exceeding
environmental performance through public disclosure programme with the objective of
enhancing meaningful public participation for environmental conservation,
6. undertaking desk review and field assessment to evaluate environmental performance
reports submitted by the concerned bodies and to verify their level of effectiveness
7. Issue professional competence standards to determine the competence of service
providers in the area of environmental conservation and notify same to the concerned
licensing agency
8. Adhere to the international conventions and protocols designed to protect the atmosphere
and other components of the environment
9. Mainstream gender, children, youth, disability and old age affairs on
environment conservation and development program.
9. Strategic Goals for Realizing the Vision of a
Development that is Based on Environmental
Sustainability
9.1. To enhance national capacity to mainstream actions
required to build a carbon neutral and climate resilient
economy in to development activities taking place at all levels
starting from the lowest administrative unit; and commence
their implementation from 2011 – 2015.
b) Harmonize national policies, laws, strategies, plans, programmes and, in general,
governmental documents with the dictate to nationally adapt to climate change as well
as to globally mitigate climate change to the extent possible.
c) The scientific identification of ways of adapting manufacturing industries and the
infrastructure required for poverty eradication which is susceptible to climate change
impacts, e.g. dams, roads, communication network, irrigation canals, power grid, and
the formulation and implementation of actions to that effect by the respective
responsible bodies starting from 2011.
d) The evaluation of the susceptibility to climate change of 5 lakes, 5 wetlands, 3 river
banks and the biological resources that they contain as well as the formulation and
implementation of actions required for their adaptation to climate change starting from
2011.
e) The determination by each Regional and City Government of targets that can be
measured, reported and verified for the development of a carbon-neutral climate
resilient economy during 2010-2015 in at least 30% of the lowest administrative units,
and by 2011, the development and implementation of a system for technically and
financially supporting professional associations and non-governmental, bilateral and
multilateral organizations to help them support local communities in meeting their
targets for adaptation to climate change.
9.2. To prepare a national system that enables to obtain new and
additional support in order have a zero-net carbon emissions
economy by 2025 through the enhancement of national
capacity of the concerned bodies to generate carbon credits
required for the diversification of renewable energy sources
and enhancement of vegetation cover
a) generate 8000 mega watt from renewable energy sources with the objective of
enhancing development activities that do not entail atmospheric pollution by 2015
b) generate and avail for market, at least, 35 million litters of ethanol and bio-diseal with
the objective of satisfying energy demand from renewable sources while mitigating
d) manage 2876 square Km of natural forests, 4390.96 square KM of decidous forest,
60360 square KM of national parks, 51496 square KM of wetlands with the objective of
mitigating emissions of atmospheric pollutants by 2015
e) enhance agroforestry in 261840 square KM of land and application of compost to
increase fertility of 40000 square KM of agricultural land while mitigating emissions of
atmospheric pollutants by 2015
f) recover methane from a total of 20 million cubic meter of deposited waste within
existing or new landfills with the objective of mitigating emissions of atmospheric
pollutants by 2015
9.3. To enhance the continued capacity of the environment to
provide goods and services required by socio-economic
development activities through the enforcement of and
ensuring compliance with environmental laws starting from
2011
a) Regional and federal municipalities ensure full compliance with the provisions of the
Federal Urban Waste Management law
b) Ensure full compliance of the concerned 8 categories of industries with the provisions
of the law and emission standards issued to prevent industrial pollution
c) ensure that environmental considerations are adequately mainstreamed into proposed
development activities prior to issuing a license to operate for those 22 proposed
development activities covered by the directive issued on Environmental impact
assessment
d) Prepare 5 new environmental conservation laws that will facilitate the implementation
of the Environmental Policy of Ethiopia and submit them for approval
e) writing and publishing in 2015 State of the Ethiopian Environment Report that
describes the 5 year environmental performance and effectiveness evaluation
The strategic goals described above will be achieved by the federal agencies, Regional
Governments, non-governmental organizations and the private sector in the country. The

11. Evaluation, monitoring and effectiveness
A periodic monitoring will be conducted to ensure compliance with and enforcement of
environmental regulatory systems. Federal sector organizations, regional environmental protection
bodies and local philanthropic organizations will present monthly reports to the Authority. The
Authority will verify the reports submitted to it by undertaking desk review and field verification. In
this connection, standardized reporting formats and manuals will be prepared and implemented.
Quarterly and annual monitoring and effectiveness verification activities will be conducted in order
to verify effectiveness of the environmental regulatory system. Manuals and work strategies will be
formulated and implemented for the purpose of monitoring and effectiveness verification task.
Different stakeholders will be participating on the event of monitoring and result of verification;
thereby monitoring and result verification report will be adopted by environmental council.
12. Trained man power needed for implementation of the plan
In order to conduct goals listed on the budget year, 81 experts will be needed on the area of
environmental protection with skills of:-
• Policy and strategy analysis and preparation
• Law and regulation analysis and preparation
standards evaluation and preparation
• Geographical data preparation and formulation
• Social and economical data preparation and formulation
• System implementation monitoring and evaluation
• System effectiveness evaluation and verification and

The skill of experts must be developed through training in order to satisfy the stated goals. Training
modules must be prepared first and training based on them is needed. Sufficient budget is required for
the preparation of the manuals and training. In order to meet the stated goals, presence of experts with
the above skills by the year 2011 is mandatory.

1. Introduction
The right to live in a clean and healthy environnent is incorporated as one of the
human rights under the Constitution of the Federal Democratic Republic of Ethiopia.
Environmental protection organs have been established. Environmental units have
been being established by the federal sectoral agencies. The Environmental Council,
comprising of memebers drawn from various stakehoders, have been established. A
Conservation Strategy and an Environmental Policy have been approved. The main
multilateral environmental agreements have been ratified. Laws on Pollution Control,
Impact Assesment, the establishment of environmental organs, Urban Waste
Managemnt and Biosafety have been issued. Regulations to prevent industrial
pollution and emission have also been issued and environmental guidelines have been
preparted.
Good practices have been obtained from the ongoing rural community led
environmental management activities. Sound environmental management practices
have been being undertaken by philanthropic organizations. Environmental impact
assessment reports are being received and impacts evaluated prior to issuing a license
to operate major development initiatives. Some industries have undertaken
environmental audit on their own activities and prepared environmental management
plans to reduce their respective emissions of pollutants. States of the environment
reports have been issued twice. In general, since 1995, the efforts have been on the
development of an environmental conservation system with the objective of ensuring
sustainable development. The current environmental conservation activities are at an
early stage of development. There are constraints ahead of us in ensuring the
environmental sustainability of socio-economic development. Therefore, a lot more is
required to ensure environmental sustainability, in particular, in relation to the
challenges that are posed by climate change on national development.

3. The Vision of the Environmental Protection Authority
Ensure that a participatory environmental management for sustainable development
governs the use of environmental resources by the present and future generations in each
sector at each administrative level.
4. Mission of the Environmental Protection Authority
Put in place an environmental management system that could support the national
development efforts by avoiding duplication of efforts among stakeholders, promoting
sustainable utilization of environmental resources and strengthening coordinated but
differentiated responsibilities through:
• Preparing the State of Environment Report;
• Development of environmental strategic plan;
• Formulation of environmental laws and standards;
• Provision of support for environmental regulatory bodies and implementers; and
• Undertaking monitoring and effectiveness evaluation of the environmental system in
place.
5. Objective of the Environmental Protection Authority
The objective of the Authority is to formulate policies, strategies, laws and standards,
which foster social and economic development in a manner that enhance the welfare of
humans and the safety of the environment sustainably, and to spearhead in ensuring the
6. The Main Accomplishments of the 2006-2010
Environmental Management Programme of the Plan

The main accomplishments were the following:
• A rural environmental management planning manual has been produced to ensure
gender equality and an all inclusive wellbeing. Using this manual, 1450 experts from all
the Regions have been trained on how to develop their respective Woreda
Environmental Management Plans and 116 have now been developed and are being
implemented.
• A strategy has been developed and is being implemented and a proclamation has
come into force for managing solid waste and reducing pollution. A manual for planning
solid waste management programmes has been produced. Training has been given to
65 experts from urban administrations on how to use the manual to plan and
implement solid waste management in their respective urban areas.
• A manual has been prepared for developing a system of auditing and management of
industrial pollutants. This manual has been used to help train 100 experts from
factories representing various sectors and all Regional environmental protection
offices.
• A National Implementation Plan of the Stockholm Convention on Persistent Organic
Pollutants has been prepared as part of Ethiopia’s fulfilling its obligations under this
Convention, which is one of the environmental Conventions to which Ethiopia is a
Party.
• A Regulation has been issued for containing pollutants that emanate from factories.
The standards required for its implementation have been issued and the Regulation is
stakeholder portion of the public. Environmental Units have been established by each
of 2 sectoral federal agencies.
• A serious effort has been made to use school environmental clubs and various mass
media channels to raise awareness on environmental management that reflects
gender equality.
• An environmental information network was meant to have been established to link up
the Environmental Protection Authority with 14 federal level agencies and 4 Regional
Governments. Of the planned linking activities, 80% have been completed and the
remaining 20% will be accomplished in a few months.
Some Planned Activities that Have Not Been Accomplished
The following activities had been planned but have not been fully accomplished:
• Though the formulation and implementation of Woreda Management Plans was 125, only
116 have been accomplished and 9 are still pending;
• Though the development of a chemical management plan had been planned, this has been
done only for the chemicals covered by Stockholm Convention;
• Guidelines for the functioning of Environmental Units in federal agencies have not been
developed;
• Only 80% of the development of the planned Environmental Information Network has been
finalized;
• An environmental protection awareness programme has as yet not been developed;
The reasons for the failure to complete the planned activities were limitations in finance and
trained human resources.

7. Problems Encountered
The main problems encountered in the sustainable management of Ethiopia’s environment
are the following:
• Capacity limitation in searching for helpful experiences and useful technologies;
• Failure of most of the federal agencies to establish Environmental Units;
• Failure of some Regional Governments to establish environmental protection offices;
• Inability of compile and disseminate the needed environmental information;
• Limitations in action for raising awareness on the management and sustainable use of
the environment;
• Limitation in the activities on awareness raising on environmental management and the
sustainable use of environmental resources.
• Limitation of financial resources for environmental management;
8. Sectors of Environmental Protection Focus in 2010-
2014.
Building a carbon neutral and climate resilient economy and enforcement of existing
environmental laws are the actions prioritized to be implemented within the plan period 20011
until 2015. In particular, capacity building is vital in order to enhance the on going effort to build
a carbon neutral and climate resilient economy. The resources needed to build the required
capacity can be obtained from existing or newly allocated financial resources by industrialized
countries with the objective of providing financial support for offsetting their carbon dioxide
emissions. This in turn requires an enabling environment to be created at all levels. Therefore,
from this perspective, during 2011 to 2015 the focus of the plan are specified herein below
1. Generate baseline information in connection to the current environmental concern and
predict the worst case scenario in the event when the business as usual approach
3. Prepare portfolio of good practices and technologies on environmental conservation; avail
them to users and provide skill enhancement training to the concerned bodies in order to
enhance their capacity for enhanced implementation,
4. Enhance capacity of public agencies, the private sector and community organizations to
assess and obtain resources needed for the implementation of their respective
environmental conservation activities from international sources; and where possible
mobilize and channel resources that are required to implement conservation activities
5. Convene consultative meetings and undertake experience sharing visits, prepare
educational materials needed for public awareness as well as reward exceeding
environmental performance through public disclosure programme with the objective of
enhancing meaningful public participation for environmental conservation,
6. undertaking desk review and field assessment to evaluate environmental performance
reports submitted by the concerned bodies and to verify their level of effectiveness
7. Issue professional competence standards to determine the competence of service
providers in the area of environmental conservation and notify same to the concerned
licensing agency
8. Adhere to the international conventions and protocols designed to protect the atmosphere
and other components of the environment

9. Strategic Goals for Realizing the Vision of a
Development that is Based on Environmental
Sustainability
9.1. To enhance national capacity to mainstream actions
required to build a carbon neutral and climate resilient
economy in to development activities taking place at all levels
starting from the lowest administrative unit; and commence
their implementation from 2011 – 2015.
b) Harmonize national policies, laws, strategies, plans, programmes and, in general,
governmental documents with the dictate to nationally adapt to climate change as well
as to globally mitigate climate change to the extent possible.
c) The scientific identification of ways of adapting manufacturing industries and the
infrastructure required for poverty eradication which is susceptible to climate change
impacts, e.g. dams, roads, communication network, irrigation canals, power grid, and
the formulation and implementation of actions to that effect by the respective
responsible bodies starting from 2011.
d) The evaluation of the susceptibility to climate change of 5 lakes, 5 wetlands, 3 river
banks and the biological resources that they contain as well as the formulation and
implementation of actions required for their adaptation to climate change starting from
2011.
e) The determination by each Regional and City Government of targets that can be
measured, reported and verified for the development of a carbon-neutral climate
resilient economy during 2010-2015 in at least 30% of the lowest administrative units,
and by 2011, the development and implementation of a system for technically and
financially supporting professional associations and non-governmental, bilateral and
multilateral organizations to help them support local communities in meeting their
targets for adaptation to climate change.
9.2. To prepare a national system that enables to obtain new and
additional support in order have a zero-net carbon emissions
economy by 2025 through the enhancement of national
capacity of the concerned bodies to generate carbon credits
required for the diversification of renewable energy sources
and enhancement of vegetation cover
a) generate 8000 mega watt from renewable energy sources with the objective of
enhancing development activities that do not entail atmospheric pollution by 2015
b) generate and avail for market, at least, 35 million litters of ethanol and bio-diseal with
the objective of satisfying energy demand from renewable sources while mitigating
d) manage 2876 square Km of natural forests, 4390.96 square KM of decidous forest,
60360 square KM of national parks, 51496 square KM of wetlands with the objective of
mitigating emissions of atmospheric pollutants by 2015
e) enhance agroforestry in 261840 square KM of land and application of compost to
increase fertility of 40000 square KM of agricultural land while mitigating emissions of
atmospheric pollutants by 2015
f) recover methane from a total of 20 million cubic meter of deposited waste within
existing or new landfills with the objective of mitigating emissions of atmospheric
pollutants by 2015
9.3. To enhance the continued capacity of the environment to
provide goods and services required by socio-economic
development activities through the enforcement of and
ensuring compliance with environmental laws starting from
2011
a) Regional and federal municipalities ensure full compliance with the provisions of the
Federal Urban Waste Management law
b) Ensure full compliance of the concerned 8 categories of industries with the provisions
of the law and emission standards issued to prevent industrial pollution
c) ensure that environmental considerations are adequately mainstreamed into proposed
development activities prior to issuing a license to operate for those 22 proposed
development activities covered by the directive issued on Environmental impact
assessment
d) Prepare 5 new environmental conservation laws that will facilitate the implementation
of the Environmental Policy of Ethiopia and submit them for approval
e) writing and publishing in 2015 State of the Ethiopian Environment Report that
describes the 5 year environmental performance and effectiveness evaluation
The strategic goals described above will be achieved by the federal agencies, Regional
Governments, non-governmental organizations and the private sector in the country. The

11. Evaluation, monitoring and effectiveness
A periodic monitoring will be conducted to ensure compliance with and enforcement of
environmental regulatory systems. Federal sector organizations, regional environmental protection
bodies and local philanthropic organizations will present monthly reports to the Authority. The
Authority will verify the reports submitted to it by undertaking desk review and field verification. In
this connection, standardized reporting formats and manuals will be prepared and implemented.
Quarterly and annual monitoring and effectiveness verification activities will be conducted in order
to verify effectiveness of the environmental regulatory system. Manuals and work strategies will be
formulated and implemented for the purpose of monitoring and effectiveness verification task.
Different stakeholders will be participating on the event of monitoring and result of verification;
thereby monitoring and result verification report will be adopted by environmental council.
12. Trained man power needed for implementation of the plan
In order to conduct goals listed on the budget year, 81 experts will be needed on the area of
environmental protection with skills of:-

The skill of experts must be developed through training in order to satisfy the stated goals. Training
modules must be prepared first and training based on them is needed. Sufficient budget is required for
the preparation of the manuals and training. In order to meet the stated goals, presence of experts with
the above skills by the year 2011 is mandatory.
