RVISED INTEGRATED SOLID WASTE

MANAGEMENT REGULATION


WHEREAS, it is found necessary to enhance the

sanitation of the city to a better level from its

current situation and alleviating the good

governance problems exhibited in the sector by

implementing an integrated solid waste

management system in the city;

እንደገና ማቋቋሚያ አዋጅ ቁጥር ፴፭/፪ሺ፬ (እንደተሻሻለ) አንቀጽ
፹፬ በተሰጠው ስልጣን መሠረት ይህን ደንብ አውጥቷል፡፡

ይህ ደንብ <<የአዲስ አበባ ከተማ አስተዳደር የተሻሻለ የተቀናጀ
የደረቅ ቆሻሻ አስተዳደር ደንብ ቁጥ ፻/2ሺ% >> ተብሎ ሊጠቀስ
ይችላል፡፡

፪. ትርጓሜ
የቃሉ አገባብ ሌላ ትርጉም የሚያሰጠው ካልሆነ በስተቀር በዚህ
ደንብ ውስጥ፡ -

፩ . <<ከተማ>> ማለት የአዲስ አበባ ከተማ ነው፡፡


WHEREAS, it is found necessary to amend the

solid waste handling and disposal regulation

number 13/2004 as the solid waste, sewage and

beautification and parks administration activities

were given to a single agency in a mixed manner;

but currently these activities given to various

institutions;

NOW, THEREFORE, in accordance with sub-

article 1 (f) of Article 23 of the Addis Ababa City

Government Revised Charter proclamation No

361/2003 (as amended) and Article 84 of the Addis

Ababa City Government Executive and Municipal

Service Organs Re-establishment Proclamation No

35/2012 (as amended) , the Cabinet of the Addis

Ababa City Government has issued this regulation

as follows


PART ONE

GENERAL PROVISIONS

1. Short Title

This regulation may be cited as the “Addis Ababa

City Government integrated solid waste

management regulation No.100/2018.”


2. Definition

In this regulation, unless the context requires

otherwise:


1. “City” means the Addis Ababa City;

፪ . <<ኤጀንሲኤጀንሲ>> ማለት የአዲስ አበባ ከተማ
አስተዳደር የደረቅ ቆሻሻ አስተዳደር ኤጀንሲ ነው፡፡

፫ . <<ክፍለ ከተማ>> ማለት የከተማው ሁለተኛ የሆነ የአስተዳደር
እርከን ነው፡፡

፬ . <<ወረዳ> >ማለት የከተማው ሶስተኛ ደረጃ የአስተዳዳር እርከን
የሆነ የክፍለ ከተማ አካል ነው፡፡

፭ . <<ደንብ ማስከበር>> ማለት የደንብ ጥሰትን ለመከላከል፣
ለመቆጣጠር እና የደንብ ማስከበር አገልግሎትን ለማስፈፀም
የተቋቋመ የአዲስ አበባ ከተማ አስተዳደር የደንብ ማስከበር
አገልግሎት ጽህፈት ቤት ነው፡፡

፮ . <<ደስት ቢን>> ማለት ኤጀንሲው በሚያወጣው ስታንዳርድ
መሰረት በመንገድ ዳር፤ መንግስታዊና መንግስታዊ ባልሆኑ
ድርጅቶች/ተቋማት፤ የንግድ ማዕከላት ለጥቃቅን ደረቅ
ቆሻሻ ጊዚያዊ ማስቀመጫነት ሚያገለግል እቃ ነው፡፡

፯ . <<ደረቅ ቆሻሻ>> ማለት ከመኖሪያ ቤት፤ ከንግድ፤ ከኢንዱስትሪ፤
ከተለያዩ ተቋማት፤ ከጋራዥ፤ ከመንገድ ጽዳት፤ ከግብርና፤
በእንስሳትና በጠቅላላው ከህብረተሰቡ ስራዎች ምክንያት
የሚፈጠር ጥቅም የማይሰጥ ወይም የማይፈለግ ተብሎ
የሚጣል ጠጣር ወይም ከፊል ጠጣር የሆነ ቁስ ነው፡፡


2. “Agency” means Solid Waste Management

Agency of Addis Ababa City Government.

3. “Sub-City” means the second administrative

stratum of the city;

4. “Woreda” means the third administrative

stratum of the city which is a unit of the sub-

city;

5. “Code Enforcement” means the code

enforcement office of the Addis Ababa city

government which was established to

prevent and control code violations and

execute code enforcement services;

6. “Dustbin” means a container used for putting

temporarily small solid wastes and placed at

road sides and at close quarters of

governmental and non-governmental

organizations as per the standard of the

agency;


7. “Solid Waste” means any solid or semi-solid

material generated from houses, business

institutions, Industries, various organizations,

garage, street cleaning, construction,

agriculture, animals and generally from the

activities of the society and dumped as it is

useless or unwanted.

፰ . <<ጥቃቅን ደረቅ ቆሻሻ>> ማለት በየቦታው በግልፅ የሚታዩና

በሰዎች እንቅስቃሴ ምክንያት ተጠቃሚዎች የሚጥሏቸው
የሲጋራ ቁርጥራጭ፣ የሶፍት ወረቀት፣ ፌስታል፣ የጫት
ገለባ፣ የፍራፍሬ ተረፈ-ምርቶች፣ የትራንስፖርት ቲኬት፣
የሞባይል ካርዶችን፣ የማስቲካና ከረሜላ ሽፋኖች፣ ወዘተ
የመሳሰሉትን የሚያጠቃልል ነው፡፡

፱ . <<የኤሌክትሮኒክስ ነክ ቆሻሻዎች>> ማለት እንደገና አገልግሎት
ሊሰጡ ወይም ላይሰጡ የሚችሉ ኮምፕዩተሮች፣ ፎቶ ኮፒ
ማሽኖች፣ ማንኛውም የስልክ ቀፎ፣ ቴሌቪዥኖች፣
የማቀዝቀዣ መሳሪያዎች፣ ወዘተ እና የእነዚህ ዕቃዎች
የውስጥና የውጭ ስብርባሪና የወላለቁ አካላት ማለት ነው፡
፡

፲ . <<አደገኛአደገኛ ደረቅደረቅ ቆሻሻቆሻሻ>> ማለት የሚፈነዱ፤ በቀላሉ በእሳት
የሚቀጣጠሉ፤ መርዛማ ነገሮች፤ ራዲዬአክቲቭ ቁሶች፤ ልዩ
ልዩ ኬሚካሎች፤ የደም ንኪኪ ያላቸው ሆነው
ከኢንዱስትሪ፤ ከማምረቻ ተቋማት፤ ከጤና ተቋማት ወይም
ከቤተ ሙከራ የሚወጡና በሰው፤ በእንስሳ፤ በእጽዋትና
በአካባቢ ላይ ጉዳት የሚያደርስ ማንኛውም ቆሻሻ ነው፡፡


8. “Tiny Solid Waste” means solid wastes

which are visible everywhere and dumped

by users as a result of their movement and

which includes cigarette tips, soft papers,

plastic bags, transport ticket, mobile cards,

covers of chewing gum and candies and so

forth;


9. “Electronics Related Wastes” means re-

usable or worn –out computers,

photocopiers, any telephones, televisions,

refrigerators and so forth; and damaged and

ruined internal and external bodies of the

thereof;


10. “Hazardous Solid Waste” mean explosives,

flammables, toxic substances, radioactive

materials, various chemicals, and those

wastes generated from industries,

manufacturing institutions, health

institutions or laboratories which have

contact with blood that causes harm to

human beings, animals, plants and the

environment;

፲፩ . <<የመንገድ ጽዳት>> ማለት የአንድን መንገድ ግራና ቀኝ

ጠርዞች፣ የእግረኛ መንገድና አካፋይ መንገድ ማጽዳት፣
ጥቃቅን ቆሻሻዎች የሚጣሉበት የቆሻሻ ማጠራቀሚያ
ዕቃዎችን ማራገፍ፣ መንገድ በሚያልፍባቸው ድልድዮች
አካባቢ በሕገ-ወጥ ተግባር የሚጣለውን ደረቅ ቆሻሻ
መከላከልና ማጽዳትን ያካትታል፡፡


፲፪ . <<ደረቅ ቆሻሻ ከምንጩ መለየት>> ማለት ኤጀንሲው
በሚያወጣው መመሪያና ስታንዳርድ መሰረት ደረቅ ቆሻሻን
የሚያመነጨው አካል በግቢው ውስጥ ደረቅ ቆሻሻን እንደ
ተፈጥሮአዊ ባህሪው ለይቶ ለየብቻ ማከማቸት ነው፡፡

፲፫ . <<ደረቅደረቅ ቆሻሻቆሻሻ መሰብሰብናመሰብሰብና ማጓጓዝማጓጓዝ>> ማለት ኤጀንሲው
በሚያወጣው ስታንዳረርድ መሰረት ደረቅ ቆሻሻን ከምንጩ
በዓይነት ለይቶ ወደ ጊዚያዊ ማቆያ ማዕከላት፤ ኡደት
ማዕከላት፤ ማቃጠያና ማስወገጃ ቦታ ማጓጓዝ ነው፡፡


11. “Road cleansing” means activities that

include cleaning of road sides, pedestrian

path and median strips; preventing and

cleaning of solid wastes dumped on bridges

where a road passes through as a result of

illegal action;

12. “Separation of Solid Waste at the Source”

means the separation and accumulation of

solid wastes as to their nature by the source

of the thereof in a particular place as per the

directive and standard to be issued by the

agency;

13. “Collection and Transportation of Solid

Waste” means the transportation of solid

wastes to temporary storage centers,

recycling centers, incineration and disposal

area by separating the solid wastes from the

source as to their nature as per the standard

to be issued by agency;

፲፬ . <<መልሶ መጠቀም>> ማለት ከደረቅ ቆሻሻ ውስጥ ጠቃሚ
ዕቃዎችን በማውጣት በቀጥታ ወይም የተወሰነ ለውጥ
አድርጎ ለተመሳሳይ ወይም ለተለየ አገልግሎት መጠቀም
ማለት ነው፡፡

፲፭ . <<መልሶ ኡደት ማድረግ>> ማለት ከደረቅ ቆሻሻ ውስጥ
ጠቃሚ ዕቃዎችን በማውጣት በጥሬ ዕቃነት በመጠቀም
ከመጀመሪያው ዕቃ ጋር የሚመሳሰል ወይም የማይመሳሰል
ጠቃሚ ዕቃ ማምረት ነው፡፡

፲፮ . <<ቅብብሎሽቅብብሎሽ ጣቢያጣቢያ>> ማለት ደረቅ ቆሻሻ ከምንጩ
በተሽከርካሪዎች እየተሰበሰበ ለጊዜው የሚቆይበት፣
እንደሁኔታውም በዓይነት የሚለይበትና ጥቅም
የማይሰጠው፣ ወደ ማስወገጃ ቦታ በተሽከርካሪዎች
ለማጓጓዝ የሚያስችል የመቀባበያ ጣቢያ ነው፡፡

፲፯ . <<ቆሻሻን በከፍተኛ ሙቀት ማቃጠል>> ማለት ከሸክላ ጡብ፤
ከወፍራም ብረት፤ ከድንጋይ ወይም በዘመናዊ ቴክኖሎጂ
የተሰራ መሳሪያ በመጠቀም ሊቃጠሉ የሚችሉ ደረቅ
ቆሻሻዎችን በከፍተኛ ሙቀት (በኦክሲጅን ወይም ያለ
ኦክሲጅን) ሁከትና ብክለት በማይፈጥር ሁኔታ በማቃጠል
ለጤና ጎጂ ወዳልሆነ ዝቃጭ ወይም አመድ መለወጥ ነው፡፡


14. “Reuse” means the extraction of usable

materials from solid wastes and use them

for a similar or different purpose by directly

or slight modifications;


15. “Recycling” means the production of an

important material, which is similar to or

different from the original, by extracting

usable materials from solid wastes and use

it as a raw material;

16. “Transfer Station” means a temporary

gathering station where solid wastes are

collected from the sources , separated as to

their nature where necessary and to

transport useless wastes to a disposal site

using garbage trucks;

17. “Incineration” means the burning of wastes

in a chamber made of clay , standardized

metal, stone or advanced technologies using

high energy (with or without oxygen) in a

way no to create disorder or pollution and

changing the thereof into sludge or ashes

which are not hazardous to health;

፲፰ . <<ማስወገጃማስወገጃ ቦታቦታ>> ማለት ምንም ጥቅም የማይሰጠውን ደረቅ

ቆሻሻ በመሬት ላይ ወይም በመሬት ውስጥ ለጤናና ለአካባቢ
ጠንቅ በማይሆንበት መንገድ የሚደፋበት፤ የሚከማቸበት፤
የሚቀበርበት ወይም የሚወገድበት ስፍራ ነው፡፡


፲፱ . <<የደረቅየደረቅ ቆሻሻቆሻሻ የጽዳትየጽዳት አገልግሎትአገልግሎት ሰጪሰጪ ድርጅትድርጅት>> ማለት

ደረቅ ቆሻሻን ከምንጩ የመሰበስብ፤ የማጓጓዝ፤ የማስወገድና
የመንገድ ጽዳትና አገልግሎት የሚሰጡ በግል፤ በማህበር፤
በሽርክና፤ በዩኒዬን፤ ወዘተ የሚሰሩና የደረቅ ቆሻሻ የጽዳት
አገልግሎት የሚሰጡ ድርጅቶች ናቸው፡፡


፳ . <<የመልሶ መጠቀምና ኡደት ድርጅት>> ማለት በግል፤
በማህበር፤ በሽርክና፤ በዩኒዬን፤ ወዘተ የሚሰሩና ደረቅ
ቆሻሻን ለመልሶ መጠቀምና ኡደት አገልግሎት የሚያውሉ
ድርጅቶች ወይም ፋብሪካዎች ናቸው፡፡

፳፩ . <<ሰውሰው>> ማለት በተፈጥሮ ሰው ወይም በህግ የሰውነት
መብት የተሰጠው አካል ነው፡፡

፳፪ . <<የደንብየደንብ ማስከበርማስከበር ደንብደንብ>> ማለት የአዲስ አበባ ከተማ
አስተደደር የደንብ ማስከበር አገልግሎት ጽሕፈት ቤት ደንብ
ቁጥር ፶፬/፪ሺ፭ ነው፡፡


18. “Landfill” means a dumping, accumulation,

burying or removal site for non-usable dry

wastes on the ground or under the soil in a

way not harmful to health or the

environment;

19. “Solid Waste Cleaning Service Providing

Organization” means organizations

involved in the collection of dry wastes

from the source, its transportation, removal

of such and street cleaning; and which

provides the solid waste cleaning service

individually, in association, forming share

holding, union or etc.;

20. “Reusing or Recycling Organization”

means organizations that reuse or recycle

dry wastes and works privately, in

association, forming share holding, union

and so forth;

21. “Person” means any natural person or

juridical person;


22. “Code Enforcement Regulation” means

the Addis Ababa city government office of

the code enforcement service regulation

number 54/2013.

፫. የፆታ አገላለፅ

በዚህ ደንብ ውስጥ በወንድ ጾታ የተደነገገው የሴትንም ጾታ
ያካትታል፡፡


፬. የተፈጻሚነት ወሰን
ይህ ደንብ በአዲስ አበባ ከተማ አስተዳደር ተፈፃሚ ይሆናል፡፡


ክፍል ሁለት

ደረቅ ቆሻሻ አያያዝ፤ በዓይነት መለየት፤ አጓጓዝ፤ መልሶ መጠቀም፤
ኡደትና ማስወገድ

፭. የደረቅ ቆሻሻ አያያዝን በተመለከተ የተከለከሉ ድርጊቶች፡ -

፩. ማንኛውን መኖሪያ ቤት ወይም ድርጅት ያመነጨውን
ደረቅ ቆሻሻ በሰው፤ በእንስሳት፤ በአካባቢና በሌሎች
ሰዎች ድርጅት፣ ጤናና የከተማዋን ጽዳት ገጽታ
ሊያበላሽ በሚችል መልኩ መያዝ ወይም ማከማቸት
የተከለከለ ነው፡፡


፪. ማንኛውም የጽዳት አገልግሎት ሰጭ ድርጅት ደረቅ ቆሻሻ
ከደንበኛው ሲረከብ አካባቢው ላይ ማዝረክረክና
ማንጠባጠብ የተከለከለ ነው፡፡


3. Gender Expression

In this regulation, any expression in the

masculine gender shall also include the

feminine.


4. Application Scope

This regulation shall be applicable to the Addis

Ababa city government.


Part Two

Handling, Separation, Transportation, Reusing,

Recycling and Disposal of Solid Wastes


5. Prohibited Actions Concerning handling of

Solid Wastes

1. Carelessly handling or collecting of solid

wastes generated from houses or

organizations in a way that such causes

harm to the wellbeing of humans, animals,

the environment, other organization and

damage the image of the city’s sanitation;


2. Carelessly collect and drop solid wastes

while receiving such from customers by

any cleaning service providing

organization.

 .የደረቅ ቆሻሻ አያያዝን በተመለከተ የተጣሉ ግዴታዎች፡ -

1. ከመኖሪያ ቤት ወይም ከድርጅት የሚመነጭ ደረቅ ቆሻሻ
ተሰብስቦ እስከ ሚወገድ ድረስ ቆሻሻውን ያመነጨው አካል
ኤጀንሲው ባወጣው ስታንዳርድ መሰረት በዓይነት ለይቶ
የማጠራቀም ግዴታ አለበት፡፡

2. ከመኖሪያ ቤት ወይም ከድርጅት የሚመነጭ ደረቅ ቆሻሻ
በዚህ አንቀጽ ንዑስ አንቀጽ ፩ መሰረት ኤጀንሲው ባወጣው
የደረቅ ቆሻሻ ማጠራቀሚያ ስታንዳርድ መሰረት
በማጠራቀም ለጽዳት አገልግሎት ሰጭ ድርጅቶች
የማስረከብ ግዴታ አለበት፡፡

3 . ከመኖሪያ ቤት ወይም ከድርጅት የሚመነጭ ደረቅ ቆሻሻ
በቆይታ ምክንያት የጤና ችግር ወይም የአካባቢ ብክለት
በማያስከትል ሁኔታ መያዝና ማጠራቀም ይገባዋል፡፡

4 .ማንኛውም የመኖሪያ ቤት አከራይ በግቢው ውስጥ ያለው
ተከራይ ደረቅ ቆሻሻን በአግባቡ እንዲይዝና እንዲለይ
የማድረግ ግዴታ አለበት፡፡


6. Obligations Concerning Management of

Solid Wastes

1. A body which generates solid wastes from

houses or organization shall have the

obligation to separate and collect such as to

their nature according to the standard set by

the agency until it is collected and disposed.


2. The body that generates solid wastes shall

have the obligation to deliver such to the

cleaning service provision organization

according to sub-article one of this article.

3. A solid waste generated from houses or

organization should be collected and kept in

a way not to create health problem or

environmental pollution through time.

4. Any individual that rents a house shall

have the obligation to cause his renter to

handle and separate solid wastes in this

compound.

7 .ደረቅ ቆሻሻ መሰብሰብና ማጓጓዝን በተመለከተ የተጣሉ

ግዴታዎች፡ -

፩. ማንኛውም ደረቅ ቆሻሻ ከመኖሪ ቤትና ከድርጅት የሚሰበስብ
የጽዳት ድርጅት ከኤጀንሲው እውቅናና ውል ሊኖረው
ይገባል፡፡

2. ማንኛውም ደረቅ ቆሻሻን ከመኖሪ ቤት ወይም ከድርጅት
የሚሰበስብ የጽዳት አገልግሎት ሰጭ ድርጅት ኤጀንሲው
ባወጣው ወይም በሚያወጣው የተሸከርካሪ ስታንዳርድ
መሰረት ደረቅ ቆሻሻውን መሰብሰብና ማጓጓዝ ይገባዋል፡፡

3. ማንኛውም የጽዳት አገልግሎት ሰጭ ድርጅት ኤጀንሲው
ባወጣው ስታንዳርድ መሰረት ለደንበኞቹ በስታንዳርዱ
መሰረት አገልግሎት የመስጠት ግዴታ አለበት፡፡

4 . ማንኛውም የጽዳት አገልግሎት ሰጭ ድርጅት ደረቅ ቆሻሻ
በተሸከርካሪ ወደ ቅብብሎሽ ጣቢያ፤ መልሶ መጠቀምና
ኡደት ማዕከላት ወይም ማስወገጃ ቦታ ሲያጓጉዝ በጉዞ ላይ
ቆሻሻ በንፋስ እንዳይበተን በሽፍን ተሸከርካሪ ወይም ሙሉ
በሙሉ በመረብ የመሸፈን ግዴታ አለበት፡፡

፭. ማንኛውም ደረቅ ቆሻሻ እስከ ማስወገጃ ቦታ እንዲያጓጉዝ
ፈቃድ የተሰጠው የጽዳት ሽርክና ማህበር ኤጀንሲው
በሚያወጣው መመሪያ መሰረት የማጓጓዝ ግዴታ አለበት፡፡


7. Obligations Concerning Collection and

Transportation of Solid Wastes


1. Any cleaning organization that collects

solid waste from houses and

organization should be recognized and

have a contract with the agency.


2. Any cleaning service providing

organization that collects solid wastes

from houses and organizations should

collect and transport such as per the

vehicle standard issued or to be issued

by the agency


3. Any cleaning service providing

organization shall have the obligation to

provide its service to its customers as

per the standard issued by the agency.


4. Any Cleaning service providing

organizations shall have the obligation

to use garbage trucks or cover the solid

waste with a net while transporting the

thereof using vehicles to transfer

stations, reusing and recycling centers or

to landfills to prevent spreading of solid

waste due to wind.

5. Any cleansing share holding association

that have a licence to transport solid

upto the disposal site shall have the

obligation to transport as per the

directive to be issued by the agency.

 . ደረቅ ቆሻሻ መልሶ መጠቀም፤ ኡደትና ማስወገድ በተመለከተ

የተከለከሉ ድርጊቶችና የተጣለ ግዴታ፡ -

፩ . የተለያዩ እቃዎች ተጠቅልሎባቸው ወደ ሀገር ውስጥ
ከሚገቡት ውጭ ውፍረታቸው 0.03 ሚ.ሜና በታች የሆኑ
የእቃ መያዣ ፕላስቲክ ፌስታል በከተማው ውስጥ
ማምረት፤ መሸጥ፡ ለእቃ መያዣነት መጠቀም፤ ከቦታ ቦታ
ማዘዋወር፤ ወደ ከተማው ማስገባት፤ በመጋዘንና በንግድ
መደብር ማስቀመጥና መሸጥ፤ በምርት ማሸጊያነት
መጠቀም፤ በታሸጉ ምርቶች ላይ ለማስታወቂያነት መለጠፍ
የተከለከለ ነው፡፡

፪ . ኤጀንሲው በሚያወጣው ስታንዳርድ መሰረት ለመልሶ
መጠቀምና ኡደት አገልግሎት የሚውሉ ደረቅ ቆሻሻዎችን
ወደ ማስወገጃ ቦታ ማጓጓዝና ማስወገድ የተከለከለ ነው፡፡

፫ . ለመልሶ መጠቀምና ኡደት አገልግሎት የሚውሉ ደረቅ
ቆሻሻዎችን ህጋዊ ፈቃድ ወይም ህጋዊ ውክልና ሳይኖረው
ከየትኛውም ቦታ መሰብሰብም ይሁን ማከማቸት የተከለከለ
ነው፡፡


8. Prohibited Actions and Obligations

Concerning Reusing, Recycling and Disposal

of Solid Wastes


1. It is prohibited to produce plastic bags

of 0.03 mm thickness and below except

those which enters to the country in

wrapping up various materials, sell it,

use it for handling of materials, move it

from place to place, enter into the city,

store and sell it in warehouses and

business stores, wrapping up products

and attach it on products for

advertisement purpose.

2. It is prohibited to transport and dispose

solid wastes which could be used for the

reusing and recycling purpose as per the

standard set by the agency.


3. It is prohibited to collect solid wastes

which could be used for reusing or

recycling purpose from anywhere or

accumulate the thereof without having a

legal permit or legal representation.

፬ . ማንኛውም ሰው በደረቅ ቆሻሻ ማስወገጃ ቦታ ውስጥ

ኡደት አገልግሎት የሚውሉ ደረቅ ቆሻሻዎችን መልቀም፤
ማከማቸትና መጫን የተከለከለ ነው፡፡

፭. ማንኛውም የመልሶ መጠቀምና ኡደት አገልግሎት የሚውሉ
ደረቅ ቆሻሻዎችን ሰብስቦ አገልግሎት ላይ የሚያውል
ድርጅት ከኤጀንሲው ፈቃድ ወይም የድጋፍ ደብዳቤ
ሊኖረው ይገባል፡፡


ክፍል ሶስት
ደረቅ ቆሻሻ ስለመጣል

 .የተከለከሉ ድርጊቶች፡ -
፩ . ማንኛውንም ደረቅ ቆሻሻ በተሸከርካሪ መንገድ፤ በባቡር
ሀዲድ፤ አውቶብስ መነኸሪያዎችና ፌርማታዎች፤ በእግረኛ
መንገድ፤ በአደባባይ፤ በማንኛውም ክፍት ቦታ፤ በውሀ
አካላት፤ በአረንጓዴ ቦታዎች፤ የፍሳሽ ማስወገጃ ቱቦዎች
ውስጥ፤ አጥር ጥግ፤ የመንገድ አካፋዬች ወዘተ መጣል
ወይም እንዲጣል ማድረግ የተከለከለ ነው፡፡

፪ . ማንኛውም የጽዳት አገልግሎት ሰጪ ድርጅት/ማህበር
ኤጀንሲው ለደረቅ ቆሻሻ ማስወገጃነት ከፈቀደው ቦታ ውጭ
ደረቅ ቆሻሻን ማስቀመጥ፤መጣል፤ማቃጠል ወይም መቅበር
የተከለከለ ነው፡፡


4. It is prohibited for anybody to collect,

accumulate and transport solid wastes

which could be used for reusing or

recycling purpose found at landfills

without having a legal permit from the

agency.


5. Any organization that collects solid

wastes which could be used for reusing

or recycling purpose and utilize it

should have a licence or testimonial

from the agency.


Part Three

Solid Waste Disposal


9. Prohibited Actions

1. It is prohibited to dump or cause the

dumping of any solid wastes on the

street, rail road’s, bus stations and stops,

pedestrian sides, roundabouts, at any

open space, water bodies, green areas,

sewage lines, fence sides, median strips

and so forth.


2. It is prohibited for any cleaning service providing

organization or association to put, dump, burn or

bury solid wastes in any place except those permitted

for solid waste disposal by the agency.

፫. ማንኛውም የጽዳት አገልግሎት ሰጪ ማህበር ኤጀንሲው

ለደረቅ ቆሻሻ ጊዚያዊ ማቆያ ከፈቀደው ቦታ ውጭ
ማንኛውንም ዓይነት ደረቅ ቆሻሻ ማስቀመጥ ወይም
ማከማቸት የተከለከለ ነው፡፡

፬. ማንኛውም አሽከርካሪ ሆነ ተሳፋሪ ከመኪና ውስጥ ሆኖ
በመስኮትም ይሁን በበር በኩል ማንኛውንም ዓይነት
ደረቅ ቆሻሻ መወርወር ወይም መጣል የተከለከለ ነው፡፡

፭ . ከንግድ ድርጅት/መኖሪያ ቤት የመነጨ ደረቅ ቆሻሻን
ጠርጎ ወደ መንገድ ዳር ማስቀመጥ ወይም መጣል
የተከለከለ ነው፡፡

.%የተጣሉ ግዴታዎች፡ -
1 . ማንኛውም ሰው ከቤት ውጭ በእንቅስቃቀሴ ምክንያት

የሚመነጩ ጥቃቅን ቆሻሻዎች (የሶፍትና የወረቀት
ቁርጥራጮች፤ የተለያዩ የምግብ፤ የመጠጥና ትናንሽ
እቃዎች ማሸጊያዎች፤ የማስቲካና የከረሜላ ልጣጭ
ወዘተ ) በመንገድ ዳር በተቀመጡ የጥቃቅን ቆሻሻ
ማጠራቀሚያዎች የማስቀመጥ ግዴታ አለበት፡፡


3. It is prohibited for any cleaning service

providing association to put or

accumulate any type of solid wastes in

any place except the temporary stations

for the thereof permitted by the agency.


4. It is prohibited to throw or dump any

type of solid wastes for a driver or

passengers by the window or opening the

door while sitting in a car.

5. It is prohibited to put or dump solid

wastes on the road side which are

generated from sweeping a house or

business organization.


10. Obligations

1. Any person shall have the obligation to

put small solid wastes (soft papers and

trash papers, various food and small

drinks containers, covers of chewing

gums and candies and so forth)

generated outside of houses due to

movement in dustbins placed at road

sides.

%1 .የተከለከሉ ድርጊቶች፡ -

፩. በመንገድ ዳር በሚቀመጡ የጥቃቅን ደረቅ ቆሻሻ ማስቀመጫ
እቃዎች ላይ ከቤት፤ ከድርጅትና ከገበያ ማዕከላት የመነጨ
ደረቅ ቆሻሻ ማስቀመጥ የተከለከለ ነው፡፡

፪. የሞቱ እንስሳትን በመንገድ ዳር በሚቀመጡ የጥቃቅን ደረቅ
ቆሻሻ ማስቀመጫ እቃዎች ላይ መጣል የተከለከለ ነው፡፡

፫. በመንገድ ዳር በሚቀመጡ የጥቃቅን ደረቅ ቆሻሻ ማስቀመጫ
እቃዎች ላይ ማስታወቂያ መለጠፍ፤ ተደግፎ ንግድ
ማከናዎን፤ በላያቸው ላይ እቃ ማስቀመጥና ማስደገፍ
የተከለከለ ነው፡፡

፬. በመንገድ ዳር በሚቀመጡ የጥቃቅን ደረቅ ቆሻሻ ማስቀመጫዎች
ላይ ከወረዳው ደረቅ ቆሻሻ አስተዳደር ጽ/ቤት እውቅና ውጭ
ከአካባቢው ማስወገድ፤ መንቀል፤ ቦታቸውን መቀየር፤ ለሌላ
አገልግሎት ማዋል የተከለከለ ነው፡፡


2. Any truck shall have the obligation to

fully and properly cover and move while

carrying materials that could be

dispersed due to wind.


Part Four

Utilization and Management of Dustbins

Cans for Small Solid Wastes

11. Prohibited Actions


1. It is prohibited to dump solid wastes

generated from houses, organizations

and trade centers into dustbins which are

placed at road sides.


2. It is prohibited to dump dead animals

into dustbins which are placed at road

sides.


3. It is prohibited to post advertisements,

to lean and carry out business, put

materials on and support the thereof on

dustbins which are placed at road sides.


4. It is prohibited to remove, misplace,

relocate dustbins placed at road sides

from the area and use them for other

purposes without the recognition of the

woreda solid waste management office.

%2 .የተጣሉ ግዴታዎች፡ -

1, በመንገድ ዳር የሚቀመጡ የጥቃቅን ደረቅ ቆሻሻ
ማስቀመጫዎች ኤጀንሲ በሚያወጣው የአሰራር
ስታንዳርድ መሰረት የመንገድ ጽዳት ፈጻሚዎች

(መንገድን እንዲያጸዱ የተፈቀደላቸው ድርጅቶች ) ደስት
ቢኑን የማጽዳትና ቆሻሻውን የማስወገድ ግዴታ
አለባቸው፡፡

2. ማንኛውም መንግስታዊና መንግስታዊ ያልሆነ
ተቋም/ድርጅት ደንበኞቹ ወይም ጐብኝዎች ጥቃቅን
ቆሻሻ የሚጥሉበት ማጠራቀሚያ ኤጀንሲው
በሚያወጣው የጥቃቅን ቆሻሻ ማጠራቀሚያ ስታንዳርድ
መሠረት በበሩ ፊት ለፊትና በግቢው በውስጥ አመቺ
በሆነ ሥፍራ ላይ በማስቀመጥ ደንበኞቹ እንዲጠቀሙ
የማድረግ ግዴታ አለበት፡፡

3 . የዚህ አንቀጽ ንዑስ አንቀጽ ፪ ድንጋጌ እንደተጠበቀ ሆኖ
ማንኛውም የአገልግሎት መስጫ ተቋምና የማምረቻ
ድርጅት ለጥቃቅን ቆሻሻ ማጠራቀሚያ ያስቀመጠውን
ዕቃ በንፅህና የመጠበቅና በየጊዜውም የተጠራቀመውን
ቆሻሻ በተገቢው ቦታ የማስወገድ ግዴታ አለበት

፬ . ማንኛውም ድርጅት/ተቋም በአቅራቢያው በመንግስት
ወይም በሌሎች ህጋዊ ፈቃድ ባላቸው አካለት የተቀመጡ
የጥቃቅን ደረቅ ቆሻሻ ማጠራቀሚያ ደስት ቢኖችን ጉዳት
እንዳይደርስባቸው በኃላፊነት የመጠበቅ ግዴታ አለበት፡
፡


12. Obligations

1. Those individuals that cleanse streets

(organization that have licence to clean

the street) shall have the obligation to

clean dustbins which are placed at road

sides and remove their wastes as per the

procedural standard set by the agency.


2. Any governmental and non-

governmental institution/organization

shall have the obligation to place

dustbins in a suitable place at its

entrance and inside the compound; and

cause its customers or visitors to use the

dustbins as per the standard set to

collect small solid wastes by the agency.


3. Without prejudice to sub-article 2 of this

article, any service rendering institution

and manufacturing organization shall

have the obligation to neatly maintain

the dustbins they placed and properly

dispose the collected waste at the

appropriate place.


4. Any organization/institution shall have

the obligation to responsibly watch over

the dustbins not to be harmed which are

placed at its vicinity by the government

or other legally recognized organs.

%3 .የተጣሉ ግዴታዎች፡ -

፩ . ማንኛውም የጽዳት አገልግሎት ሰጭ ማህበር/ድርጅት
የሰበሰበውን ደረቅ ቆሻሻ እስከሚጓጓዝ ድረስ ሸፍኖ
የማስቀመጥ ግዴታ አለበት፡፡

፪ . ማንኛውም የጽዳት አገልግሎት ሰጭ የጽዳት
ማህበር/ድርጅት የሰበሰበውን ደረቅ ቆሻሻ ጽዳት
ኤጀንሲው በሚያወጣው ስታንዳርድ መሰረት የማጓጓዝ
ወይም እንዲጓጓዝ የማድረግ ግዴታ አለበት፡፡


፫ . ማንኛውም የጽዳት አገልግሎት ሰጭ ማህበር/ድርጅት
መጥፎ ሽታ ሊፈጥሩ የሚችሉና ለጤና ስጋት የሆኑ ደረቅ
ቆሻሻዎችን በልዩ ሁኔታ በፍጥነት ከአካባቢው ወደ
ማስወገጃ ቦታ እንዲጓጓዙ የማድረግ ግዴታ አለበት፡፡

፬. በህግ በተፈቀዱ ጊዚያዊ የደረቅ ቆሻሻ ማሰቀመጫ ቦታዎች
የሚሰሩ የጽዳት ማህበራት/ድርጅቶች የማቆያ ቦታውን
ከውስጥና ከግቢው ውጭ እሰከ 5 ሜትር ዙሪ ድረስ
ጽዱና አረንጓዴ በማድረግ ቆሻሻው እንዳይበተን
የማድረግ ግዴታ አለባቸው፡፡


Part Five

Waste Management of Cleaning Service

Providing Associations/ Organizations

13. Obligations

1. Any cleaning service providing

association/organization shall have the

obligation to cover and place the solid

waste it collected until the transportation

of the thereof.


2. Any cleaning service providing sanitary

association/organization shall have the

obligation to transport or cause the

transportation of the solid waste it

collected as per the standard set by the

sanitary agency.


3. Any cleaning service providing

association/organization shall have the

obligation to selectively and swiftly

transport the solid wastes that could

cause bad smell and affect ones health.


3. Sanitary associations/organizations that

work at solid waste gathering place

shall have the obligation to make the

thereof clean and green inside and

outside of its compound up to 5m

radius so as to keep the scattering of

wastes.

%4 .,የተከለከሉ ድርጊቶች

1. የሞቱ እንስሳትን በየትኛውም ቦታ መጣል የተከለከለ
ነው፡፡

2. ማንኛውም በከተማው የሚገኝ ስጋ ቤት የአጥንትና የስጋ
ተረፈ ምርቱን ባልተፈቀደ ቦታ መጣል የተከለከለ ነው፡፡

፫. የተበላሹ የአትክልትና የፍራፍሬ ተረፈ ምርቶችን ከንግድ
ማዕከሉ ግቢ ውጭ ወይንም መንገድ ዳር ማከማቸት፤
ማስቀመጥ ወይም መጣል የተከለከለ ነው፡፡

%5 .የተጣሉ ግዴታዎች፡ -
1. ማንኛውም የቤት እንስሳትን የሚያረባ ሰው/ድርጅት

ከእንስሳቱ የሚወጡ እዳሪዎቸንና የእንስሳቱ የምግብ
ተረፈ ምርቶችን በአግባቡ የመያዝና በተፈቀደ ቦታ ብቻ
የማስወገድ ግዴታ አለበት፡፡


5. Any cleaning service providing

organization is expected to deliver

service for customers as per the

procedural standards and directives

issued by the agency.


Part Six

Management and Disposal of Solid Wastes

Generated from Various Places


14. Prohibited Actions

1. It is prohibited to dump dead animals at

any place.

2. It is prohibited for any butchery in the

city to dump its leftovers in an

unauthorized place.


3. It is prohibited to collect, place or dump

rotten vegetables and fruits leftovers

outside of the business center vicinity or

at road sides.


15. Obligations

1. Any individual/organization that breeds

cattle shall have the obligation to

properly handle and dispose their dung

and fodder leftovers in an authorized

place only.

፪. የቤት እንስሳትን በመንገድ ይዞ የሚንቀሳቀስ ሰው/ድርጅት

ከእንስሳቱ የሚወጡ እዳሪዎች በመንገድ ላይ
ለሚፈጥሩት የጽዳት ችግር ኃላፊነት አለበት፡፡

፫ . በከተማው በእንስሳት ጀርባ ተጭነው የሚጓጓዙ ሳር፤
ጭድና ቅጠላ ቅጠል አካባቢን በማያቆሽሽ መልኩ
በአግባቡ ተሸፍኖ መሆን ይገባዋል፡፡


፬ . በከተማው የሚገኙ ሕጋዊ ፈቃድ ያላቸው የእንስሳት
የግብይት ማዕከላትን የሚያስተዳድሩ ድርጅቶች የገበያ
ማዕከሉን ውስጥና የግቢውን ውጭ እሰከ 5 ሜትር
ዙሪያ በቋሚነት በማጽዳት ቆሻሻውን በተፈቀደላቸው
ቦታ ብቻ ኤጀንሲው በሚያወጣው መመሪያ መሰረት
የማስወገድ ግዴታ አለባቸው፡፡

5 . በከተማው ለሰው ልጅ ጤንነት ችግር የሚፈጥሩ የቤት
እንስሳትን የሚገድል ድርጅት/ተቋም እንስሳቱን
ከመግደሉ በፊት ኤጀንሲው በሚያወጣው መመሪያ
መሰረት እቅዱን ለኤጀንሲው በማቅረብ ዝግጅት
እንዲደረግ የማድረግ ግዴታ አለበት፡፡


2. Any individual/organization that causes

the movement of domestic animals on

the street shall have the responsibility

for the sanitary problem created on the

road by the dung of the animals.


3. Grasses, hay and leafs which are

transported by the back of animals

should be properly covered not to mess

the surrounding.


4. Organizations that administer

recognized animals markets found in the

city shall have the obligation to clean

the inside and outside of the market

center up to 5m radius permanently and

dispose the waste only in an authorized

place as per the directive to be issued by

the agency.


5. Organization/ institutions that

exterminate domestic animals, which

are harmful to the health of individuals

in the city, shall have the obligation to

submit its plan as per the directive to be

issued by the agency and cause the

execution of preparations before

exterminating the animals.

 . የቤት እንስሳት የሞተበት ሰው/ድርጅት የሞቱ እንስሳትን

አንስቶ ለሚያስወግዱ ድርጅት ወይም ለወረዳው ጽዳት
ጽሕፈት ቤት በስልክ ወይም በአካል እንዲነሳለት
የማሳወቅ ግዴታ አለበት፡፡


7 . ማንኛውም የሞቱ የቤት እንስሳትን አንስቶ የሚያስወግዱ
ድርጅት/የመንግስት ተቋም ጽዳት ኤጀንሲ
በሚያወጣው ስታንዳርድ መሰረት ጤናንና አካባቢንና
በማይጎዳ ሁኔታ የማስወገድ ግዴታ አለበት፡፡

 .በአትክልትና ፍራፍሬ ንግድ የተሰማራ ሰው/ድርጅት ተረፈ
ምርቶቹን ለጤና ወይም ለአካባቢ ጎጂ ባልሆነ ሁኔታ
በንግድ ማዕከሉ ግቢ ውስጥ በራሳቸው ወጭ ለዚሁ
ተብሎ ባዘጋጁትና ክዳን ባለው ፍሳሽን ሊያስወጣ
በማይችል ደረጃውን በጠበቀ ማጠራቀሚያ እቃ ውስጥ
የማጠራቀም ግዴታ አለበት፡፡


 . ማንኛውም አትክልትና ፍራፍሬ የሚነግድ የገበያ ማዕከል
ያመነጨውን ደረቅ ቆሻሻ ኤጀንሲው በሚያወጣው
መመሪያ መሰረት የማስወገድ ግዴታ አለበት፡፡


6. An individual/organization whose domestic

animal is dead shall have the obligation to

notify to organizations that remove dead

animals or to the woreda sanitary office

either by phone or in person and request

for the disposal of the thereof.


7. An organization/ governmental institution

that removes any domestic dead animals

shall have the obligation to dispose the

thereof in a way not to harm the health and

environment as per the standard to be

issued by the sanitary agency.


8. An individual/organization involved in

vegetable and fruits selling business shall

have the obligation to collect the leftovers

of such inside the premises of the trade

center using a standardized container,

having a lid and that do not pass liquid,

prepared for such purpose by their own

cost in a way not to harm the health or

environment.


9. Any trade center involved in vegetable and

fruits selling business shall have the

obligation to dispose the solid waste it

generates as per the directive to be issued

by the agency.

.%ማንኛውም የአትክልትና የፍራፍሬ የሚነግድ ሰው/ድርጅት

ከተሸከርካሪ ላይ አትክልትና ፍራፍሬ ሲጭንና ሲያወርድ
የሚወዳድቁ ቆሻሻዎችን ወዲውኑ የማጽዳት ግዴታ
አለበት፡፡

%1 . ከግንባታ ቦታ ላይ በንፋስ በቀላሉ የሚበተን ወይም
አካባቢን ሊያቆሽሽ የሚችል አሸዋ፤ ፍርስራሽ፤ ጠጠር፤
ጭቃ ጭኖ በመንገድ የሚንቀሳቀስ ማንኛውም የጭነት
ተሸከርካሪ ሙሉ በሙሉ ከግንባታ ቦታው ሳይወጣ ሸፍኖ
ወይም ጭቃውን አጥቦ የመንቀሳቀስ ግዴታ አለበት፡፡

%2 . በግንባታ ወቅት ከግንባታ ማዕከሉ በተሸከርካሪው ጎማ
አማካኝነትና ከጭነት መንጠባጠብ ምክንያት ከግንባታ
ማዕከሉ ውጭ ለሚፈጠር የአፈር፤ የጭቃ፤ የአሸዋና
የጠጠርና የፍርስራሽ መበተን አካባቢውን እንዳይቆሽሽ
ግንባታው እስኪያልቅ ድረስ የግንባታው ባለቤት ቋሚ
የጽዳት ባለሙያ ቀጥሮ አካባቢውን የማጽዳትና ንጹህ
የማድረግ ግዴታ አለበት፡፡

%3 .ማንኛውም በከተማው የሚገኝ ስጋ ቤት የአጥንትና የስጋ
ተረፈ ምርቱን በአግባቡ የመያዝ፤ መልሶ ጥቅም ላይ
የማዋል ወይም የማስወገድ ግዴታ አለበት፡፡


10. Any individual/organization involved in

vegetables and fruits selling business

shall have the obligation to immediately

clean scattered wastes during loading

and unloading of the same.


11. Any truck loaded and move with sand,

demolition, gravel and mud, which are

easily spread by wind or make the

environment dirty from construction

sites shall have the obligation to cover

such before leaving the site.


12. During construction, an owner of a

construction shall have the obligation to

hire a sanitation officer and clean the

surrounding from wastes created outside

of the construction site by the spread of

soil, mud, sand, gravel and demolition

due to truck tires and freight drops till

the end of the construction.


13. Any butchery in the city shall have the

obligation properly to handle, reuse and

dispose the leftovers of bones and meat.

%6 .የተከለከሉ ድርጊቶች፡ -

፩. ማንኛውንም ዓይነት አደገኛ ደረቅ ቆሻሻ የአዲስ አበባ
ከተማ አስተዳደር አካባቢ ጥበቃ ባለስልጣን ፈቃድ
ሳያገኝ የማዘጋጃቤታዊ ደረቅ ቆሻሻ ማስወገጃ ቦታ ላይ
ማስወገድ የተከለከለ ነው፡፡


፪ . አደገኛ ደረቅ ቆሻሻ ከማዘጋጃቤታዊ ደረቅ ቆሻሻ ጋር
ቀላቅሎ ማጓጓዝም ይሁን ማስወገድ የተከለከለ ነው፡፡

፫. ከጤና ተቋማት የሚመነጭ ደረቅ ቆሻሻን ከማዘጋጃ ቤታዊ
ደረቅ ቆሻሻ ጋር ቀላቅሎ ማጠራቀም፤ ማጓጓዝ ወይም
ማስወገድ የተከለከለ ነው፡፡

፬ . የኤሌክትሮኒክስ ደረቅ ቆሻሻዎችን ሕጻናት
በሚውሉባቸውና በሚጫወቱባቸው አካባቢዎች፣
በየመንገዱና በተገኙ ክፍት ቦታዎች መወርወርና
እንዲወገዱ ማድረግ የተከለከለ ነው፡፡


Part Seven

Management and Disposal of Hazardous

Waste

16. Prohibited Actions


1. It is prohibited to dispose hazardous

solid wastes at the landfills of municipal

solid waste without having an

authorization from the environmental

protection authority of the Adds Ababa

city government.


2. It is prohibited to transport and dispose

hazardous solid wastes by mixing it with

municipal solid wastes.


3. It is prohibited to collect, transport or

dispose solid wastes generated from

health facilities blended with that of

municipal solid wastes.


4. It is prohibited to throw and cause the

disposal of electronic solid wastes in

places where children stay and play; and

at the street and existing open spaces.

%7 .የተጣሉ ግዴታዎች፡ -

1. አደገኛ ደረቅ ቆሻሻ የሚያመነጭ ሰው/ድርጅት
ያመነጨውን አደገኛ ደረቅ ቆሻሻ ከማዘጋጃ ቤታዊ ደረቅ
ቆሻሻ ለይቶ ማከማቸት ወይም ማስቀመጥ ግዴታ አለበት፡
፡

2. የኤሌክትሮኒክስ ደረቅ ቆሻሻዎች አያያዝና አወጋገድ
ኤጀንሲ በሚያወጣው መመሪያ መሰረት የሰውንና
የአካባቢን ጤንነትና ደህንነት በማይጎዳ ሁኔታ መወገድ
ይገባዋል፡፡

3. ማንኛውም ግለሰብ ወይም የከተማ ነዋሪ የደረቅ ቆሻሻን
በሚያስወግድበት ወቅት ደረቅ ቆሻሻን በዓይነት መለየት
የሚጠበቅበት ቢሆንም የኤሌክትሮኒክስ ቆሻሻዎችን
በተለየ መልኩ በመለየት በደረቅ ቆሻሻን በመሰብሰብና
በማስወገድ ሥራ ለተሰማሩ ሠራተኞች ማስረከብ አለበት፡
፡

4. በደረቅ ቆሻሻ አያያዝና አወጋገድ የተሰማሩ የጽዳት
ሠራተኞች የኤሌክትሮኒክስ ቆሻሻዎችን በሚሰበስቡበትና
በሚያጓጉዙበት ወቅት ከሌሎች የደረቅ ቆሻሻ ዓይነቶች
ለይተው ለመልሶ መጠቀም በሚውልበት መልኩ መሆን
አለበት፡፡


17. Obligations


1. An individual/organization that

generates hazardous solid waste shall

have obligation to separately accumulate

or place the generated hazardous solid

waste from the municipality solid waste.


2. Electronic solid wastes management and

disposal should be carried out as per the

directive to be issued by the agency in a

way not to harm the health and

wellbeing of individuals and the

environment.

3. Any person or dweller of the city should

particularly separate electronic solid

wastes and deliver such to employees

engaged in the collection and disposal of

same even though it is expected to

separate solid wastes as to their nature

while disposing the thereof.


4. Sanitary workers engaged in the

management and disposal of solid

wastes should separate the thereof from

other types of solid wastes while

collecting and transporting same in a

manner to use it for reuse.

5. የኤሌክትሮኒክስ ቁሳቁስ አምራቾች፤ አስመጪ ድርጅቶች፤
ተጠቃሚ ድርጅቶችና ግለሰቦች ያረጁና አገልግሎት
የማይሰጡ የኤሌክትሮኒክስ ቁሳቁሶችን በአግባቡና
አካባቢን በማይበክል መንገድ እንዲወገዱ የማድረግ
ኃላፊነት አለባቸው፡፡

6. ማንኛውም የጤና ተቋም በተቋሙ የሚመነጨውን
የሜዲካል ደረቅ ቆሻሻ የአካባቢ ጥበቃ ባለስልጣን ወይም
የምግብና መድሃኒትና መጠጥ ቁጥጥር ባለስልጣን
በሚያወጣው ስታንዳርድ መሰረት በሚገነባ ማቃጠያ
ውስጥ ደረቅ ቆሻሻው እንዲቃጠልና እንዲወገድ የማድረግ
ግዴታ አለበት፡፡

የተለያዩ አካባቢዎች ጽዳትና ቋሚ የጽዳት ቀን ስለመወሰን

% .የተጣሉ ግዴታዎችና የተከለከለ ድርጊት፡ -

፩ . ማንኛውም መንግስታዊና መንግስታዊ ያልሆነ ድርጅት፤
የንግድ ተቋም፤ ኢምባሲ፤ ከመስረያ ቤቱ አጥር አጠገብ
በ5 ሜትር ክልል ውስጥ የሚገኘውን አካባቢ በቋሚነት
ጽዱ የማድረግ፤ የመንከባከብና በአካባቢው ለተጣለ
ደረቅ ቆሻሻ ኃላፊነት አለበት፡፡ ቋ


5. Manufacturers, importers, organizational

and individual consumers of electronic

materials have the responsibility to cause

the disposal of old and worn-out

electronic materials properly and in a non-

pollutant way to the environment.


6. Any health facility has the obligation to

cause the burning and disposing of

medical solid wastes it generates in an

incinerator built as per the standard set by

the environmental protection authority or

food and pharmaceutical and drinks

inspection authority.

Part Eight

Deciding Cleaning of Various Places and a

Permanent Sanitary Day


18. Obligations and Prohibited Actions


1. Any government and non-governmental

organization, business firm and embassy

is responsible for the dumped solid

wastes and to make clean and manage

the vicinity within 5m radius of its

office fence.

፪. ማንኛውም ነዋሪ ከመኖሪ ቤቱ አጥር አጠገብ በ5 ሜትር

ዙሪያ ክልል ውስጥ የሚገኘውን አካባቢ በቋሚነት ጽዱ
የማድረግ፤ የመንከባከብና በአካባቢው ለተጣለ ደረቅ
ቆሻሻ ኃላፊነት አለበት፡፡

፫ . ወቅታዊና ልዩ ዝግጅቶች ማለት ፌስቲቫል፣ ባዛር፣
ኤግዚብሽን፣ የመንገድ ላይ ሩጫ፣ የተለያዩ ሰልፎች፤
ወዘተ የሚያዘጋጁ ድርጅቶች/ግለሰቦች የአካባቢውን
ጽዳት ዝግጅቱ እስኪ ጠናቀቅ ድረስ በኃላፊነት
የመጠበቅና የማጽዳት ግዴታ አለባቸው፡፡

፬ . ዓመታዊ፤ ወርሃዊና ሳምንታዊ የእምነት በዓላት
የሚያከናውኑ የእምነት ተቋማት ለምዕመኑ በአካባቢው
ቆሻሻ እንዳይጣል የማስገንዘብና በዓሉ ሲጠናቀቅ በእለቱ
አካባቢውን የማጽዳት ግዴታ አለባቸው፡፡


፭. የታክሲና ሚኒባስ ተራ አስከባሪዎች፤ የፓርኪንግ አገልግሎት
የሚሰጡ ድርጅቶች፤ በጫማ ጥገናና ጽዳት (ሊስትሮ)
የተሰማሩ፤ በእረፍት ቀን (ቅዳሜና እሁድ) መንገድ ላይ
እንዲነግዱ ህጋዊ ፈቃድ የተሰጣቸው ነጋዴዎች ወዘተ
የሚሰሩበትን አካባቢ እስከ 5 ሜትር ዙሪያ በቋሚነት
የማጽዳት፤ የመንከባከብ ግዴታ አለባቸው፡፡


2. Any resident is responsible for the

dumped solid wastes and to permanently

make clean and manage the vicinity

within 5m radius of its residence.


3. Organizations/individuals that host

current and special events like festival,

bazaar, exhibition, street run and various

marches have the responsibility to keep

the surrounding area tidy until such is

over and clean it.


4. While carrying out annual, monthly and

weekly rites, religious institutions have

the obligation to aware its congregations

not to dump solid wastes in the area and

clean it on the same day after the rite is

over.


5. Queue controllers of taxis and

minibuses, parking service rendering

organizations, shoe shiners and

authorized weekend (Saturday and

Sunday) marketers on the street shall

have the obligation to permanently clean

and manage their working area up to

10m radius.

6 . ማንኛውም በገበያ ማዕከል ውስጥ የሚነግድ ግለሰብ/ድርጅት

ያመነጨውን ደረቅ ቆሻሻ ኤጀንሲው በሚያወጣው
የማጠራቀሚያ ስታንዳርድ መሰረት ያመነጨውን ደረቅ ቆሻሻ
በግቢው ውስጥ ማከማቸት ይገባዋል፡፡

7 . ማንኛውም በገበያ ማዕከል ውስጥ የሚነግድ ግለሰብ/ድርጅት
ከሱቁ ወይም ከመደብሩ ፊት ለፊት የወደቁ ደረቅ ቆሻሻዎችን
ወዲያውኑ የማንሳትና ንጹህ የማድረግ ኃላፊነት አለበት፡፡

 . አጠቃላይ በገበያ ማዕከሉ ጽዳት ለማስጠበቅ የገበያ ማዕከሉ
አስተዳደሪ በራሱ ወጭ ቋሚ የጽዳት ባለሙያዎችን ቀጥሮ
አካባቢውን በቋሚነት ማጸዳት ይጠበቅበታል፡፡

 .ማንኛውም የገበያ ማእከል ያመነጨውን ደረቅ ቆሻሻ ኤጀንሲው
በሚያወጣው ስታንዳርድ መሰረት በዓይነት ለይቶ
ማጠራቀም ይገባዋል፡፡


10. ማንኛውም የገበያ ማእከል ያመነጨውን ደረቅ ቆሻሻ
ኤጀንሲው በሚያወጣው መመሪያና ስታንዳርድ መሰረት
የማስወገድ ግዴታ አለበት፡፡


6. Any individual/organization that carries out

business in a trade center should collect the

solid waste it generates in its compound with

a container, as per the standard set by the

agency.


7. Any individual/organization that carries out

business in a trade center shall have the

responsibility to collect solid wastes in front

of his/its shop or store and clean the area.


8. The administration of the trade center is

expected to hire permanent sanitary

employees in its own cost and clean the trade

center regularly.


9. Any trade center should separate and collect

the solid waste it generates as per the

standard to be issued by the agency


10. Any trade center shall have the obligation to

dispose the solid waste it generates as per

the directive and standarde to be issued by

the agency.

11 . የመንገድ ጽዳት አገልግሎት የሚሰጡ ድርጅቶች/ግለሰቦች
መንገድ ግራና ቀኝ ጠርዞች፣ የእግረኛ መንገድና አካፋይ
መንገድ ማጸዳት፣ ጥቃቅን ቆሻሻዎች የሚጣሉበት
የቆሻሻ ማጠራቀሚያ ዕቃዎችን ማራገፍ ግዴታ አለበት፡
፡

22 . ማንኛውም በግል ድርጅት ወይም በማህበር ተደራጅቶ
መንገድን የሚያፀዳ ኤጀንሲው በሚያወጣው
መመሪያና ስታንዳርድ መሰረት የመስራት ግዴታ
አለበት፡፡ ጧ


1፫ . በከተማው የሚንቀሳቀሱ የከተማ አውቶብሶችና ቀላል
የከተማ ባቡሮች በትኬት ምክንያት ለሚፈጠር
የአካባቢ የጽዳት ችግር ድርጅቶች ኃላፊነት አለባቸው፡፡


%፬ . የከተማ ባቡሩን የሚያስተዳድረው ድርጅት የባቡር
ሀዲድ የተዘረጋባቸውን መስመሮችና የባቡር
ፌርማታዎችን ሙሉ በሙሉ በቋሚነት ጽዳቱን
የመጠበቅና የማጽደት ግዴታ አለበት፡፡

%፭. በአዲስ አበባ ከተማ የወሩ የመጨረሻ ዓርብ ለትምህርት
ቤቶችና ለመንግስትና ለግል መስሪያ ቤቶች እንዲሁም
ቅዳሜ ለነዋሪውና በስራ ቦታቸው ላሉ ማንኛውም
ተቋማት አጠቃላይ የጽዳት ቀን ይሆናል፡፡


11. Organizations/individuals involved in street

cleaning service provision shall have the

obligation to clean the left and right sides of

a road, pedestrian sides and median strips as

well as clear dustbins.


12. Any private organization/association

involved in street cleaning service provision

shall have the obligation to clean the street

as per the directive and standarede to be

issued by the agency.


13. The organizations that provide city bus and

light rail system transportation service shall

have the responsibility for the sanitary

problems created on the environmentdue to

their ticket.


14. The organization that administer all the

railroad routes and train stops shall have

the obligation to regularly manage and

clean the thereof.


15. In Addis Ababa city, the last Friday and

Saturday of the month shall be the

sanitary day for schools and offices; and

residents and any institution on their

working place respectively.

%፮ . ሁሌም በወሩ የመጨረሻው ዓርብ ኤጀንሲው

መስሪ ቤቶች፤ መንግስታዊ ያልሆኑ ድርጅቶች፤
የእምነት ተቋማት፤ ትምሀርት ቤቶች፤ ኢምባሲዎች
ውስጥ የሚገኙ ሰራተኞችና ኃላፊዎች በጋራ የስራ
ቦታቸውን ግቢ እና ከግቢ ውጭ እስከ 5 ሜትር
እንዲያፀዱ ይገደዳሉ፡፡


%፯ . ሁሌም በወሩ የመጨረሻው ቅዳሜ ኤጀንሲው
በሚያወጣው መመሪያ መሰረት ሁሉም የከተማው ነዋሪ
የመኖሪያ አካባቢውን በጋራ ወጥቶ እንዲያጸዳ ይገደዳል፡
፡

፲፰ . ክፍት ቦታዎችን የአካባቢው ነዋሪ በጋራ የማጽዳትና
የመንከባከብ ግዴታ አለበት

ክፍል ዘጠኝ
የደህንነት መጠበቂያ ስለመጠቀም፣ ግንዛቤ ስለመስጠት

% .የተከለከሉ ድርጊቶች፡ -
፩. ማንኛውም የጽዳት አገልግሎት የሚሰጥ ድርጅትና ሁሉም

የኤጀንሲው ባለሙያ ኤጀንሲው በሚያወጣው
ስታንዳርድ መሰረት ዩኒፎርምና የደህንነት መጠበቂያ
ግብዓቶችን ሳይጠቀም አገልግሎት መስጠት የተከለከለ
ነው፡፡


17. Employees and heads of governmental

offices, non-governmental organizations,

religious institutions, schools and

embassies, as per the directive to be

issued by the agency, shall have the

obligation to clean their working place

and 5m radius outside of it at every last

Friday of a month.


18. All residents of the city, as per the

directive to be issued by the agency, shall

have the obligation to clean their

residential area together at every last

Saturday of a month


19. Community residences shall have the

obligation to clean and protect open

spaces together


Part Nine

Using Safety Protection and Creating

Awareness

19. Prohibited Actions

1. It is prohibited for any sanitary service

rendering organization all agency

workers to provide service without

using uniform and safety protection

materials as per the standard to be

issued by the agency.

.&የተጣሉ ግዴታዎች፡ -

1. ሁሉም የመንግሥትና የግል ትምህርት ተቋማት
ኤጀንሲው በሚያወጣው መመሪያ መሰረት የአካባቢ
ጥበቃና ጸዳት ክበብ የማቋቋም፤ ስለአካባቢ ጽዳት
ለተማሪዎቹ ግንዛቤ የመፍጠርና የማስተማር እና
ተማሪዎች የትምህርት ቤት አካባቢያቸውን እንዲያጸዱ
የማድረግ ግዴታ አለበት፡፡

2. ለተለያዩ አገልግሎቶች በራሪ ወረቀቶችን የሚያሠራጭ
ማንኛውም ድርጅት /ግለሰብ/ ተቋም በበራሪ ወረቀቱ
ምክንያት ለሚከሰት የከተማ ጽዳት መጓደል ኃላፊነት
አለበት፣


ክፍል አስር

በደረቅ ቆሻሻ የጽዳት አገልግሎት ላይ ስለሚሰማሩ ደርጅቶች
ግዴታዎች


&1 .የተጣሉ ግዴታዎች፡ -
፩.. ማንኛውም የደረቅ ቆሻሻ የጽዳት አገልግሎት ሰጪ ድርጅት

በተሰጠው የመሥሪያ ክልል ውስጥ የተረከበውን የመስሪያ
አካባቢ ለጤናና ለአካባቢ ችግር መንስኤ በማይሆን ሁኔታ
ተገቢውን ጥንቃቄ በመውሰድ የመስራት ግዴታ አለበት፡፡


20. Obligations

1. All governmental and private schools

shall have the obligation to form

environmental protection and sanitary

club, create awareness and educate

about environmental sanitation for their

students and cause them to clean the

school environment as per the directive

to be issued by the agency.


2. Any organization/individual/ institution

that distribute fliers for various purposes

shall have the responsibility for the

sanitary problem created by the thereof.


Part Ten

Obligations for Organizations Engaged in

Solid Waste Cleaning Service


21. Obligations

1. Any solid waste cleaning service

rendering organization shall have the

obligation to carry out its duty by taking

proper care within the working place it

received so as to not to cause harm to the

health and environment.

፪. ከተለመደው የዕለት ተዕለት ስራዎች በተለየ ሁኔታ ከፍተኛ

ቆሻሻ በሚመነጭባቸው የበዓልና የልዩ ዝግጅቶች ወቅት
የጽዳት አገልግሎት ሰጭው ድርጅት በቂ ቅድመ ዝግጅት
በማድረግ ፈጣን አገልግሎት የመስጠጥ ግዴታ አለበት፡፡

፫. ማንኛውም የደረቅ ቆሻሻ የጽዳት አገልግሎት ሰጪ ድርጅት
ወይም የመልሶ መጠቀምና ኡደት ድርጅት ከደንበኛው
ጋር ውል በገባው መሰረት የመስራት ግዴታ አለበት፡፡


ክፍል አስራ አንድ
የኤጀንሲውና የሌሎች ተቋማት ተግባርና ኃላፊነት

&2 .የኤጀንሲው ተግባርና ኃላፊነት፡ -
በሌሎች ህጎች ለኤጀንሲው የተሰጡት ስልጣንና ተግባራት
እንደተጠበቁ ሆነው ኤጀንሲው ለዚህ ደንብ አፈፃፀም ከዚህ
በታች የተዘረዘሩት ተግባራትና ኃላፊነቶች ይኖሩታል፡ -

1 . በከተማው የደረቅ ቆሻሻ የጽዳት አገልግሎት ለመስጠት
ለተሰማሩ ድርጅቶች የስራና የብቃት ማረጋገጫ ፈቃድ

cleaning service rendering organization

shall have the obligation to make the

necessary preparation and provide its

service during holidays and various

festivals where lots of wastes are being

generated.


3. Any solid waste cleaning service

rendering organization or reusing and

recycling organization shall have the

obligation to provide service to the

customer in compliance with its contract


Part Eleven

Power and Duties of the Agency and Other

Organs

22. Power and Duties of the Agency

Without prejudice to the power and duties

bestowed to the agency by other laws, the

agency shall have the following power and

duties for the execution of this organization:


1. Provide job and competency assurance

permit for organizations in the solid

waste cleaning service provision in the

city;

2 . በመንግስት ተሸከርካሪ የሚጓጓዘውን ደረቅ ቆሻሻ አዲስ
መመሪያ በማዘጋጀት በጽዳት የሽርክና ማህበራት
እንዲጓጓዝ ያደርጋል፡፡

3 . የጽዳት አገልግሎት ሰጭ ድርጅቶችን አገልግሎት አሰጣጥ
ይከታተላል፤ ይቆጣጠራል፤ አስፈላጊውን ማስተካከያ
እርምጃ ይወስዳል፡፡

4. የጽዳት አገልግሎቱን ለማሻሻል እንዲቻል ልዩ ልዩ
የማበረታቻና የቁጥጥር ስርዓት ይፈጥራል፡፡

5 .ይህንን ደንብ ለማስፈፀምና አገልግሎቱን ለማሻሻል አግባብ
ካለው አካል ውክልና መስጠት ይችላል፡፡

6 ,ማንኛውም የደረቅ ቆሻሻ የጽዳት አገልግሎት ሰጪ ድርጅት
ኤጀንሲው በሚያዘጋጀው የቆሻሻ አያያዝ አሰባሰብና
አወጋገድ ደንብና ደንቡን ለማስፈጸም የሚወጡ
መመሪያዎችንና ስታንዳርዶችን ጥሶ ሲገኝ የተሰጠው
ፈቃድ ይሠረዛል ወይም ከስራውም ያግዳል ::

፯ . የከተማውን የመንገድ ጽዳት ለማዘመንና ለማሻሽል
ኤጀንሲው የመንገድ ጽዳትን በሽርክና ለተደራጁ
ማህበራት በውክልና ያሰራል፡፡


2. By preparing new directive Solid waste

transported by government vehicles shall

transport by cleansing share association.


3. Follow-up and control the service

provision of sanitary service providing

organizations as well as take the

necessary corrective measure;


4. Create various motivational and

controlling system in order to improve

the sanitary service;


5. May delegate an appropriate organ so as

to execute this regulation and improve

the sanitary service;


6. The permit given to any solid waste

cleaning service providing organization

shall be revoked or suspended from

acting if found violating the solid waste

management, collection and disposal

regulation and directives and standards

issued for the implementation of the

thereof by the agency.

7. To modernize and improve street

cleansing of the city the agency can

outsource street cleaning service to share

holding association.

፰. የደረቅ ቆሻሻ አስተዳዳር ኤጀንሲ የመልሶ መጠቀምና ኡደት

የመልሶ መጠቀምና ኡደት ሊያዘምኑ የሚችሉ አሰራሮችን
በጥናት ለይቶ ይተገብራል፡፡

&3, የደንብ ማስከበር አገልግሎት ጽሕፈት ቤት ተግባርና
ኃላፊነት፡ -

በሌሎች ሕጎች የተሰጠው ሥልጣንና ተግባር እንደተጠበቀ ሆኖ
የደንብ ማስከበር አገልግሎት ጽሕፈት ቤት በከተማው
አስተዳደር ክልል የሚፈፀም የአካባቢ ጽዳት መጓደልን፣
ማንኛውንም ህገወጥ ቆሻሻ መጣልንና ዝውውርን፤
በመንገድ ዳር የተተከሉ የጥቃቅን ደረቅ ቆሻሻ ማስቀመጫ
እቃዎችን ጉዳትና ስርቆትን ከፖሊስ ጋራ በመሆን፤
ይከላከላል፤ ህጋዊ እርምጃ ይወስዳል፤ ወይም ህጋዊ
እርምጃ እንዲወሰድ ሥልጣን ላለው አካል ያስተላልፋል፡፡

፳4. የክፍለ ከተማ ደረቅ ቆሻሻ አስተዳደር ጽሕፈት ቤት ተግባርና
ኃላፊነት፡ -

የክፍለ ከተማ ደረቅ ቆሻሻ አስተዳደር ጽሕፈት ቤት፡ -
፩ . የክፍለ ከተማው ህብረተሰብ በቋሚነት አካባቢውን
እንዲያፀዳ በንቅናቄው እንዲሳተፍ ያቅዳል፤ ይመራል፤
ያስተባብራል፡፡


8. Solid waste management agency shall

control, follow-up and support reusing

and recycling organizations, and identify

methods that enhance the reusing and

recycling procedures and implement

same.


23. Power and Duties of the Office of the Code

Enforcement Service

The office of the code enforcement service,

without prejudice to the power and duties

bestowed for it by other laws, prevents the

harm done on environmental sanitary, any

illegal waste dumping and transfer, damage

and stealing of dustbins placed at roadsides,

take lawful measures; or cause the taking of

lawful measures by other organs.


24. Power and Duties of Sub-City solid waste

management office

The sub-city solid waste management agency:


1. Plan, lead and coordinate the community

of the sub-city to clean its environment

regularly and participate in the

mobilization process.

፫ . በክፍለ ከተማው የሚሰሩ የጽዳት አገልግሎት ሰጪ
ድርጅቶችን ይቆጣጠራል፤ ይከታተላል፤ ይመራል፡፡

፬ . በክፍለ ከተማው ለሚከሰት የጽዳት መጓደል ኃላፊነት
አለበት፡፡

&5 ., የወረዳ የደረቅ ቆሻሻ አስተዳደር ጽሕፈት ቤት ተግባርና
ኃላፊነት፡ -

የወረዳ የደረቅ ቆሻሻ አስተዳደር ጽሕፈት ቤት፡ -
፩. የወረዳው ነዋሪዎች የአካባቢያቸውን ጽዳት እንዲጠብቁ

ግንዛቤ ይፈጥራል፤ ያስተባብራል፤ ይቆጣጠራል፤

፪. ህገ-ወጥ ደረቅ ቆሻሻ የሚጥሉትን፤ ከተማ የሚያቆሽሹትን፤
ንብረት የሚያበላሹና የሚሰርቁትን፤ አጠቃላይ ይህንን
ደንብ የሚተላለፉትን ድርጅቶች/ግለሰቦች ይቆጣጠራል
በደንቡ መሰረምት እዲቀጡ ያደርጋል፡፡

፫. በወረዳው የሚንቀሳቀሱ የደረቅ ቆሻሻ ጽዳት አገልግሎት
የሚሰጡ ድርጅቶችን ቆጣጠራል፤ ይደግፋል፡፡


2. Plan, distribute, lead, coordinate and

control the sanitary work plan for the

woredas found in the sub-city.


3. Control, follow-up and lead the sanitary

service providing organizations engaged

in the sub- city.


4. Take responsibility for the improper

cleaning exhibited in the sub-city.


25. Power and Duties of Woreda solid waste

management office

Woreda solid waste management office


1. Create awareness for residents of the

woreda about keeping the environment

clean; coordinate and control same;


2. Control organizations/individuals that

dump unauthorized solid wastes, make

the city unclean, damage and steal

properties; in general, cause their

punishment as per the regulation that

violate this regulation;


3. Control and support the solid waste

sanitary service providing organizations

operating in the woreda;

፬. በወረዳው የሚገኙ ጊዚያዊ ደረቅ ቆሻሻ ማቆያ ቦታዎችን

በስታንዳርዱ መሰረት አገልግሎት መስጠጣቸውን
ይከታተላል፤ ችግር ሲኖር በደንቡና መመሪያው መሰረት
ዕርምት ዕርምጃ ይወስዳል፡፡


፭ . በወረዳው የሚኖረው ነዋሪ ደረቅ ቆሻሻ በአግባቡ
ሳያዝረከርክ እንዲያዝ፤ በዓይነት እንዲለይ ይከታተላል፤
ግንዛቤ ፈጥራል፤ ይቆጣጠራል፡፡

፮. በወረዳው የሚገኙ ነዋሪዎች በስታንዳርዱ መሰረት የጽዳት
አገልግሎት እንዲያገኙ የማድረግ ኃላፊነት አለበት፡፡

፯. በወረዳው ለሚከናዎነውን መንገድ ጽደት ይቆጣጠራል፤
እንዲሁም በወረዳው ለሚከሰት የጽዳት ችግር ኃላፈት
አለበት፡፡


፰. በስታንዳርዱ መሰረት አገልግሎቱን በአግባቡ የማይሰጡ
የጽዳት ድርጅቶች በደንቡ መሰረት አስተዳደራዊ እርምጃ
ይወስዳል፡፡

፱. በወረዳው ለሚገኙ የትምህርት ተቋማት ለትምህርት ቤት
ማህበረሰብ እንዲሁም የተለያዩ የእምነት ተቋማት
ለምዕመኑ ግንዛቤ እንዲፈጥሩ አካባቢያቸውን እንዲያጸዱ
ይከታተላል፡፡


4. Control that whether the temporary solid

waste gathering places found in the woreda

are providing service as per the standard;

take corrective measures according to the

regulation and directive where there is a

problem;

5. Follow-up, create awareness and control that

the residents of the woreda are handling the

solid waste properly and collect same

separately;


6. Have the responsibility to provide sanitary

service for residents of the woreda in

accordance with the standard;

7. Control the street cleaning carried out in the

woreda; as well as take the responsibility

for the improper cleaning exhibited in the

woreda;

8. Based on the regulation, take administrative

measures on the sanitary organizations that

do not properly provide the service as per

the standard;


9. Follow-up that schools and the various

religious institutions in the wereda are

creating awareness and cleaning their

environment for their school community

and worshipers respectively.

&6 ,የሌሎች አካላት ስልጣንና ተግባር፡ -


ለዚህ ደንብ አፈፃፀም ሌሎች የተጠቀሱ አካላት ከዚህ በታች
የተጠቀሱትን ተግባራትና ኃላፊነቶች ይኖራቸዋል፣
፩. የአዲስ አበባ ከተማ አስተዳደር ትምህርት ቢሮ በሁሉም

የመንግስትና የግል ትምህርት ቤቶች የአካባቢ ጥበቃና
የጽዳት ክበብ እንዲቋቋምና ስለደረቅ ቆሻሻ አያያዝና
አወጋገድ ግንዛቤ እንዲፈጠር የማድረግ ኃላፊነት
አለባቸው፡፡

፪. የአውቶብስና የባቡር አገልግሎት ሰጭ ድርጅቶች በትኬት
ምክንያት ለሚከሰት የጽዳት ችግር መፍተሄ የመስጠት
ኃላፊነት አለባቸው፡፡

፫. የተለያዩ የእምነት ተቋማት ለምዕመኑን ስለ አካባቢ ጽዳት
ግንዛቤ መፍጠርና የእምነት ተቋሙን አካባቢ ጽዱና
አረንጓዴ የማድረግ ኃላፊነት አለባቸው፡፡

፬ . ወቅታዊና ልዩ ዝግጅቶች ማለት ፌስቲቫል፣ ባዛር፣
ኤግዚቢሽን፣ የመንገድ ላይ ሩጫ፣ ልዩ በዓላት ለምሳሌ
መስቀል፣ የጥምቀት አረፋና መውሊድ ፕሮግራሞች
የሚያዘጋጁ አካላት ኃላፊነት ወስደው አካባቢውን
የማጸዳትና ጽዳቱን የሚያስጠብቅ ኮሚቴ በተለየ መንገድ
ከክፍለ ከተማው ጽዳት ጽ/ቤት ጋር በቅንጅት የማቋቋም
ኃላፊነት አለባቸው፡፡


26. Power and Duties of Other Organs


For the implementation of this regulation,

other stated organs shall have the following

indicated duties and responsibilities:

1. The Addis Ababa city government

education bureau shall have the

responsibility to cause the establishment

of environmental protection and sanitary

club in all governmental and private

schools and provide education about an

integrated solid waste management

system by inculcating same in the formal

education curriculum.

2. Organizations that provide bus and train

service shall have the responsibility to

change their paper ticketing system to

electronic card.

3. The various religious institutions shall

have the responsibility to create

awareness about environmental

sanitation to its worshipers and make the

surrounding of the thereof clean and

green.

4. Organs that prepare current and special

events like festivals, bazaar, exhibitions,

street run, and specific holidays such as

the finding of the true cross (Meskel),

Epiphany, Arafa and Mawlid shall take

the responsibility to clean the area and

establish a particular committee in

collaboration with the sub-city’s sanitary

office which ensures the sanitation.

፭ . የትራፊክ ፖሊስ በዚህ ደንብ ውስጥ ከተሸከርካሪ ጋር
ተያይዞ ለሚደርሱ የጽዳት መጓደል የደንብ ጥሰትና
በመንገድ ዳር የተቀመጡ የጥቃቅን የደረቅ ቆሻሻ
ማስቀመጫ ግብዓቶች በመኪና ግጭት ሲደርስባቸው
ተከታትሎ ይይዛል፤ ይቆጣጠራል፤ ለህግም ያቀርባል፤
ደንብን ለማስፈፀም ለሚቀርቡላቸው ጥያቄዎች
የመተባበርና ፈጣን ምላሽ የመስጠት ግዴታ አለባቸው፡፡

፮ . በሌሊት ክፍለ ጊዜ ተረኛ ሆነው የሚሰማሩ መደበኛ
ፖሊሶች ጨለማን ተገን እድርገው ባልተፈቀደ ቦታ
በህገወጥ መንገድ ደረቅ ቆሻሻ የሚጥሉትንና ከተማ
የሚያቆሽሹትን ግለሰቦች ወይም ድርጅቶች የመቆጣጠርና
ለህግ እዲቀርቡ የማድረግ ኃላፊነት አለበት፡፡

፯. የተለያዩ የመንግስት ተቋማት ማለትም ትምህርት ቢሮ፤
ንግድ ቢሮ፣ አካባቢ ጥበቃ ባለስልጣን፣ ውበት መናፈሻና
ዘላቂ ማረፊያ፣ ጤና ቢሮ፣ ባህልና ቱሪዝም፣ የመገናኛ
ብዙሃን፤ ፖሊስ፤ ደንብ ማስከበር፤ ውሀና ፍሳሽ
ባለስልጣን፤ መንገዶች ባለስልጣን፤ ቤቶችና
ኮንስትራክሽን፣ የከተማ ባቡርና አውቶብስ ድርጅት ወዘተ
ለከተማዋ ጽዳት መሻሻል ከኤጀንሲው ጋር በቅንጅት
መስራት አለባቸው፡፡


5. In this regulation, traffic policemen shall

arrest, control and bring to justice those

responsible bodies that damage dustbins

placed at sidewalks, violate code and

cause the improper cleaning related with

vehicles; they have the obligation to

cooperate and provide prompt response

upon a request in order to execute this

regulation.


6. The regular policemen working in the

night shift shall have the responsibility to

control and bring to justice those

individuals or organizations that dump

solid wastes unlawfully in an

unauthorized place and make the city

dirty by using the night as a shield/cover.


7. For the improvement of the city

cleansing different government

organization such as trade bureau,

education bureau, environmental

protection authority, beauty park and

cementery, health bureau,

communication media, police, code

enforcement, water and sewerage

authority, culture and tourism, road

authority, housing and construction, city

train and bus organization etc shall work

in collaboration with agency

ስለ አገልግሎት ክፍያና ማበረታቻ
&7 .ስለጽዳት አገልግሎት ክፍያ፡ -

፩. ማንኛውም ሰው ለሚያገኘው የጽዳት አገልግሎት አግባብ
ባለው ህግ የተወሰነውን የጽዳት አገልግሎት ክፍያ
የመፈፀም ግዴታ አለበት፡፡


፪. የጽዳት አገልግሎት ማስፈጸሚያ እንዲሆን ከማንኛውም
ቆሻሻን ከሚያመነጨው ህብረተሰብ ክፍልም ሆነ
ከአገልግሎት ሰጭ ወይም ከአምራች ድርጅቶች ገቢ
የሚሰበሰብ ይሆናል፡፡


፫. አካባቢን በመበከል ከፍተኛ ተጽዕኖ ያላቸውን ምርቶችን
የሚያመርቱ ፋብሪካዎች፤ የመጠጥና የምግብ አምራች
ድርጅቶች፣ የአገልግሎት ሰጪ ተቋማት (ቴሌ፣
የትራንስፖርት ሰጪ ድርጅቶች ወዘተ ) እና የተለያዩ
የንግዱ ማህበረሰብ ፣ በበከሉት ልክ እንዲከፍሉ በጥናት
ላይ የተመሰረተ የፋይንስ ደንብ በማዘጋጀት በደረቅ ቆሻሻ
አስተዳዳር ኤጀንሲ የባንክ አካውንት ገቢ በመሰብሰብ
ለደረቅ ቆሻሻ አሰባሰብ፣ አጓጓዝና ፤ መልሶ መጠቀምና
ኡደት፤ ማስወገድና ለአዳዲስ ቴክኖሎጂ ፈጠራና
ማበረታቻ አገልግሎት እንዲውል ይደረጋል፡፡


Part Twelve

Incentives and Service Charges

27. Sanitation Service Charges

1. Any person shall have the obligation to

pay sanitation service charges which is

specified by the relevant law for the

sanitary service being provided.


2. A contribution shall be collected from the

income of any segment of the

community, service rendering or

manufacturing organization that generate

wastes for the execution of sanitary

service provision.


3. Factories, food and drink processing

organization, service rendering

institutions, (telecommunication,

transport service rendering organizations)

and trade communities, that produce

highly environmental polute products, to

pay as per of pollute based on a study

and a financial status regulation shall be

prepared for such purpose; and the

collected income shall be deposited in the

bank account of the solid waste

management agency for the collection,

transportation, reuse and recycling, new

technology innovation and motivation

and disposal service of solid wastes.

& .,ስለማበረታቻ፡ -

፩. በጽዳት አገልግሎትና በመልሶ መጠቀምና ኡደት
ሥራ ላይ ለሚሠማሩ የግልና የጽዳት ህብረት ሽርክና
ድርጅቶች የሚመለከተው አካል በሚያወጣው
መመሪያ መሠረት ለተወሰኑ ዓመታት የከተማው
አስተዳደር ከሚሰበስባቸው የተለያዩ ታክሶች ምህረት
ሊያደርጋቸው ይችላል፡፡


 , በጽዳት አገልግሎት የተሰማሩ ህብረት ሽርክና የጽዳት
ማህበር ኤጀንሲው በሚያወጣው ዝርዝር የአፈፃፀም
መመሪያ መሠረት በመንግሥት ቆሻሻ ማስወገጃ ቦታዎች
በቅናሽ ወይም በተመጣጣኝ ክፍያ አገልግሎት
እንዲያገኙ ይደረጋሉ፡፡


 , በደረቅ ቆሻሻ መልሶ መጠቀምና መቀነስ ላይ ጉልህ
አስተዋጽኦና ልዩ የፈጠራ ፕሮጀክቶች፣ ቴክኖሎጂዎች
ወይም ልዩ ልዩ ተግባራትን ላከናወኑ ሰዎች ኤጀንሲው
በሚያወጣው መመሪያ መሰረት የማበረታቻ ሽልማትና
እውቅና ሊሰጣቸው ይችላል፡፡


28. Incentives

1. The city administration may exempt

private organizations and sanitary work

share cooperatives that are engaged in the

sanitary service and reusing and

recycling activities from the various

taxes it collects for some years in

accordance with the directive to be issued

by the concerned body.


2. Unions or share sanitary associations

engaged in sanitary service shall be allowed

to get service from public landfills with a

cheap or reasonable price according to the

implementation detailed directive to be

issued by the agency.


3. Incentives and recognition may be given to

individuals who made vivid contributions

and carry out peculiar creative projects,

technologies or various activities on solid

wastes reusing and reduction, as per the

directive to be issued by the agency.

 , ኤጀንሲው በተለይም በጽዳት አገልግሎት ሥራ ላይ

የተሰማሩ የህብረት ሽርክና የጽዳት ማህበራት
ሥራቸውን ለማስፋፋትና አገልግሎታቸውን ለማጠናከር
የሚያስችል በረጅም ጊዜ የሚከፈል የገንዘብ ብድር
እንዲያገኙ ከሚመለከታቸው የአበዳሪ ድርጅቶችና
ተቋማት ጋራ በመጋገር ሁኔታዎችን ሊያመቻች ይችላል፡
፡


፭ . የደረቅ ቆሻሻ አሰባሠብና ማጓጓዝ ሥራውን ለማገዝ
ተደራጅተውና አስፈላጊውን ፎርማሊቲ አሟልተው
ለተገኙ የህብረት ሽርክና የጽዳት ማህበራት አገልግሎት
የሚሰጡ የጽዳት ተሽከርካሪዎች በረጅም ጊዜ ክፍያ
እንዲሸጡላቸው ሁኔታዎች ይመቻቻል፡፡


ክፍል አስራ ሶስት
ስለአስተዳደራዊ ቅጣትና እርምጃ

& ,አስተዳደራዊ ቅጣትና እርምጃ፡ -
አግባብ ባለው የወንጀል ህግ የተደነገገው እንደተጠበቀ ሆኖ

ይህንን ደንብ የጣሰ ማንኛውም ሰው የሚከተሉት
አስተዳደራዊ ቅጣቶች ይዋሰኑበታል /እርምጃዎች
ይወሰዱበታል፡ -

1. የደንብ ማስከበር አገልግሎት ጽሕፈት ቤት፡ -


4. The agency may facilitate conditions for

sanitary associations engaged in sanitary

service provision to get loans from the

concerned lender organizations and

institutions which is to be paid in long term

in order to expand their work and

strengthen their service.


5. Conditions shall be facilitated for sanitary

service provision share cooperative

enterprises that are organized to support the

collection and transportation of solid wastes

and fulfill the necessary formality, to get

dump trucks for long term payment.


Part Thirteen

Administrative Penalty and Measure

29. Administrative Penalty and Measure

Without prejudice to the provisions specified

in the relevant criminal code, the following

administrative penalties or measures shall be

taken on any person that violates this

regulation.

ሀ. በደንብ ማስከበር ደንብ መሠረት እንደጥፋቱ

ሁኔታ ድርጊቱን የማስቆም፣ የማዘጋት፣ የማሸግ፣
የማስነሳት እርምጃ ይወስዳል፤

ለ. በደንብ ማስከበር ደንብ መሠረት አስተዳደራዊ
ቅጣት ይቀጣል፤


2 . ማንኛውም የደረቅ ቆሻሻ የጽዳት አገልግሎት ሰጭ ድርጅት
የቆሻሻ አያያዝ፣ አሰባሰብና አወጋገድ ደንብ፣ መመሪያና
ስታንዳርድ ከጣሰ ፈቃዱ ይሠረዛል፣ ወይም ይታገዳል፡፡


3. ቆሻሻ ባልተፈቀደ ቦታ የጣለ ማንኛውም ሰው/ድርጅት
የሚቀጣው ቅጣት እንደተጠበቀ ሆኖ ያለአግባብ የጣለውን
ደረቅ ቆሻሻ በራሱ ወጭ አንስቶ በህጋዊ ማስወገጃ ቦታ
እንዲያስወግድ ይደረጋል፡፡


፴. ቅጣትን ስለማስፈፀም፡ -


ቅጣቱ የሚፈፀመው በደንብ ማስከበር ደንብ በተደነገገው
መሠረት ይሆናል፡፡


A. According to the code enforcement

regulation, it shall take measures of

prevention, closing, cessation and

removing the action as per the nature

of the offence.

B. According to the code enforcement

regulation, it shall take administrative

penalty.

2. The permit of any solid waste sanitary

service providing organization shall be

revoked or suspended where it violates the

regulation, directive or standards of the

management, collection and disposal of

wastes.


3. Any person/organization that dumps a

waste in an unauthorized place, without

prejudice to the penalty it receives, shall be

forced to remove the solid waste it

improperly dumped and dispose it at a

permitted landfill at its own cost.


30. Penalty Execution


The penalty shall be executed in accordance

with the specified provisions under the code

enforcement regulation.

ማናቸውም ሰው ይህን ደንብ በማስፈፀም ረገድ በዚህ ደንብ
ከተጠቀሱት አካላት ጋር የመተባበር ግዴታ አለበት፡፡


፴3. መመሪያ የማውጣት ሥልጣን


ይህን ደንብ በሚገባ ለማስፈፀም ኤጀንሲው መመሪያ ሊያወጣ
ይችላል፡፡


፴ .ስለተሻሩና ተፈፃሚነት ስለማይኖራቸው ህጎች


፩ . በአዲስ አበባ ከተማ አስተዳደር የቆሻሻ አያያዝ፤
አሰባሰብና አወጋገድ ደንብ ቁጥር ፲፫/፲፱፻፺፮ ተሸሮ
በዚህ ደንብ ተተክቷል፡፡


31. Appeal Submittal


Appeal submittal and decision making shall

be carried out according to the promulgation

of the thereof under the code enforcement

regulation.


Part Fourteen

Miscellaneous Provisions


32. Duty to Cooperate


Any individual shall be bound to cooperate

with the indicated organs in this regulation

for the implementation of the thereof.


33. Power to Issue Directives


The agency may issue directives for the effective

implementation of this regulation


34. Repealed and Inapplicable Laws


1. The Addis Ababa city government waste

management, collection and disposal

regulation number 13/2004 is repealed

and substituted by this regulation.

፪ . ማንኛውም የአስተዳደሩ ደንብ፣ መመሪያ፣ የተለመደ

አሠራር ወይም ሥነ-ሥርዓት የተፃፈም ቢሆን
ሣይፃፍ በልማድ የሚሠራበት ሁሉ ይህን ደንብ
የሚቃረን ከሆነ ተፈፃሚነት አይኖረውም፡፡


'5 .ደንቡ የሚፀናበት ጊዜ

2. Any regulation, directive, customary

practice or procedure of the government and

all written or non-written procedures, which

are inconsistent with this regulation, shall

not be applicable on matters covered under

this regulation.


35. Effective Date

This regulation shall enter in to force as of ------
