The Kyoto Protocol on the reduction of greenhouse
gases, adopted on December 1977, is ratified.

3. Responsibility of the Environmental Protection
Authority

The Environmental Protection Authority is hereby
authorized to take, in cooperation with the appropriate
Federal, Regional and City Administration Government
organs, actions necessary to implement the Protocol.

4. Effective Date

This Proclamation shall enter into force on the 215t

day of February 2005.
